Reason for speed restriction on A49 Swing Bridge at Acton Bridge

We're waiting for Philip Ingram to read a recent response and update the status.

Dear Cheshire West and Chester Council,

I originally made this request to the Department for Transport but they have referred me to you.

The swing bridge over the River Weaver at Acton bridge was repaired in the first half of 2017. Since then, there has been a "temporary" speed restriction over the bridge.

1) why is the speed restriction in force?
2) what steps are being taken to enable it to be lifted?
3) when will the restrictions be lifted?
4) which organisation is responsible to the taxpayer for setting the standards to which such work should be done?
5) which organisation is responsible to the taxpayer for monitoring and enforcing those standards?

Thank you for your request for information of 18^th July 2019 which has
been logged as RFI 1429 and has been dealt with under the Freedom of
Information Act 2000. We confirm that Cheshire West and Chester Council
holds information relating to your request.

 

For the purpose of clarity your request has been reproduced below with
responses;

 

The swing bridge over the River Weaver at Acton bridge was repaired in the
first half of 2017. Since then, there has been a "temporary" speed
restriction over the bridge.

 

1) why is the speed restriction in force? The temporary speed restriction
is in place as a safety measure due to their being a dip in the surfacing
at the north end of the swing bridge.

2) what steps are being taken to enable it to be lifted? Cheshire West and
Chester Council are working closely with the Canal and River Trust, who
are the bridge owners, to carry out re-surfacing works to remove the dip.
The re-surfacing will be carried out by a Canal and River Trust
contractor.

3) when will the restrictions be lifted? The re-surfacing work is at the
planning stage and the Canal and River Trust’s Contractor is aiming to
carry this out in the next 8 – 10 weeks.

4) which organisation is responsible to the taxpayer for setting the
standards to which such work should be done? Cheshire West and Chester
Council.

5) which organisation is responsible to the taxpayer for monitoring and
enforcing those standards? Cheshire West and Chester Council
