Dear Mr Bhamjee

VTS 4-20-320

You have submitted what you have labelled as Freedom of Information requests to the VTS, which I acknowledge. Our response is as below, referring to your numbering.

1. This is not a request for information that the VTS holds. You are asking whether this Supreme Court judgement is taken into account in decisions of the Valuation Tribunal for England. The only response I can give to this is that, if either party mentions case law in their presentation to a tribunal panel, it will be considered. Normally this fact will be recorded in its decision notice.

2. It is not clear what your request is here; this seems to be a statement?

3. The Valuation Tribunal for England cannot award costs or meet the claims of those appearing before it; it does not have the power to do so. We make this clear in our guidance.

If you have any complaint about the way we have dealt with your request you may apply for an internal review. Please write, within four weeks of receiving this response, quoting the reference number above and giving your reasons, to:

Senior Information Risk Owner
Chief Executive’s Office
Valuation Tribunal Service

He will investigate and respond within 20 working days of receipt of your complaint. If you remain dissatisfied you have a right to refer the matter to the Information Commissioner. We will give you further information with the response.

Dear Diane Russell,

I refer to your Email requesting me to explain, whilst all parliaments Acts and Statutory Instruments are published and are in the public documents as it is the executive department who prepares the Bills and Statutory Instruments who are having the information.

I might have to have to request the Speaker of the House of Commons to issue a certificate under his seal whilst ministers and Civil Servants are not immune from contempt of court proceedings whilst the Freedom of information Act 2000 does prevent the lawful arrest of suspected offenders at large as White Collar Crime are with in your office.

i had a stroke and your office has caused me anxiety, stress and emotional pain for a long period of time.

Request for information can also be made under the CROWN PROCEEDINGS Act 1947, the Senior Courts Act 1981 or The cOUNTY COURTS ACT 1984 OR THE CIVIL PROCEDURE ACT 1997.

The District Judge at the Romford County COURT HAD GIVEN A JUDGMENT LAST WEEK, WHEN THE ORDER IS DRAWN AND SEALED THIS WILL BE POSTED TO YOUR OFFICE AS THIS DOES PROVIDE EVIDENCE AND PROOF THAT I HAVE BEEN DISCRIMINATED BY YOUR OFFICE AND THE LAW OFFICERS IN THE ATTORNEY CHAMBERS

Yours sincerely,

Ismail Abdulhai Bhamjee

Dear Diane Russell,

I, ISMAIL ABDULHAI BHAMJEE refer to my request and by law you were required to respond within a period of 20 days under the FOI AND under the SENIOR Courts Act 1981 within seven days.

I will request the WHAT DO THEY Know team to inform the Information Commissioner's Office.

I Had requested the Administrative Court Office to Send me the Forms for making an Application for permission of the Court to bring Contempt of Court Documents under the Strict rule. I will request for Crowd Funding from the members of the public who are the tax payers and you earn your salaries from those people who are paying whilst you don't provide the Service as required.

The Section 42 of the Senior Courts Act 1981 made on the 8th December in the CO/3208/2003 does not restrict me from TAKING criminal proceedings, or Contempt of Court proceedings and doesn't cover the tribunal by virtue of the Common hold Leasehold Reform Act 2002 and the Litigants in persons Act 1975.

All parliaments are now published on Her Majesty's Stationery Office,
The decision you had made against redbridge Borough Council that the landlord Owner has to pay the COUNCIL TAX, AND WHEN I and other persons who have appealed to your office there has been different decision which is Fraud and is an offence under The Fraud Act 2006. what is the meaning of the word "person"

Yours sincerely,

Ismail Abdulhai Bhamjee

Dear Mr Bhamjee

VTS 4-20-320

I attach a copy of my response to your request back in March 2019, which was within 20 working days of receiving your request. In it I asked for clarification and this email also set out your right to an internal review. However, I received no clarification and, so far as I am aware, you did not exercise that right.

You also appear to be complaining about the tribunal's decision in the email below, which is a separate matter. You will have been informed in the decision notice that it can be appealed to the High Court on a point of law.

Dear Valuation Tribunal Service,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Valuation Tribunal Service's handling of my FOI request 'RE: Takhar versus Gracefield Developments Ltd & Others Supreme Court Judgment and "Converted Flats"'.

I and My Wife were before the Valuation Tribunal where I had made submissions of Section 11 [a] [b] of the Human Rights Act 1998 and Section 2 of the European Communities Act 1972. This Argument wasn't an Abuse of the Process of the Tribunal, whilst previously I was given leave of the Court to amend my pleadings, where David Elvin QC was representing the Secretary of State for Environment Transport and the Regions. He wasn't sitting as a Judge on the 25-10-2000.

Just today The Disability Rights Commission have provided me a telephone number and the Decision made in the High Court of justice

http://www.bailii.org.ew/cases/EWHC/Admi...

This was an Appeal from the Teeside Valuation Tribunal on the 24th October 2005 FOLLOWING a hearing on 26th September 2005.

The Litigants in Persons Act 1975, applies for Costs before Courts and Tribunals which is a Free Standing Separate Act, even if this is not included in the rules.

The Equality Act 2010 Section 149 [1], 15 and Schedule 19 is a Free Standing Order. This Act came into Force after the 1981 Act.

It isn't me who is Vexatious Litigant but persons in the Local Authorities are more vexatious than the persons who are listed on the Vexatious Litigants.

You have Employed some persons those who were living in the Republic of Zambia, Whilst you are shutting out people to stay quiet and remain Silence where other persons are facing injustices.

There is the Zambian Flag and Zambian National Anthem words this is available on You Tube and its has the meaning.
So is the United Kingdom National Anthem, and you are not protecting some of the Citizens of the Country who are loyal to her Majesty the Queen by way of Entrapment.
