Thank you for your request for information about the above. Your request
was received on 4/4/2016 and I am dealing with it under the terms of the
Freedom of Information Act 2000.

REQUEST

 

     I would like to request figures for the following:

     - The number of safeguarding referrals made from any care setting

RESPONSE

 

November 2014 to October 2015

 

Definitions: Safeguarding concern - The reporting of concerns or
allegations of adult abuse to Adult Social Care.

 

Safeguarding enquiry - An ‘enquiry’ is any first action taken in response
to a safeguarding concern to establish whether the local authority’s
Section 42 duty has been triggered, i.e. the three tests in the Care Act
have been met. The safeguarding duties apply to an adult who:

o          Has needs for care and support (whether or not the local
authority is meeting any of those needs) and

o          is experiencing, or is at risk of, abuse or neglect, and

o          as a result of those care and support needs is unable to
protect themselves from the risk or experience of abuse or neglect.

The local authority may still decide to undertake an enquiry where the
three tests in the Care Act are not met.

 

Data: Between 1st November 2014 and 31st October 2015 there were 128
enquiries started, where the source of referral was residential care
staff.

 

Definition prior to 2015

 

Definitions: An “alert” refers to an individual reporting a suspected
instance of abuse. If an alert goes onto be investigated, this is called a
“referral”. Not all alerts go on to become a referral. If for example, as
a result of further evidence gathering, it is found that no form of abuse
has taken place, a referral will not take place.

2014/15: In 2014/15 there were 104 referrals started, where the source of
referral was residential care staff.

 

2013/14: In 2013/14 there were 193 referrals started, where the source of
referral was residential care staff.

 

2012/13: In 2012/13 there were 194 referrals started, where the source of
referral was residential care staff.

 

2011/12: In 2011/12 there were 174 referrals started, where the source of
referral was residential care staff.
