Re-employment of Deputy Chief Fire Officer

The request was refused by Avon Fire and Rescue.

Dear Avon Fire and Rescue Service,

I note from a Fire Authority paper - 27th September 2013 where the subject of Succession Planning was on the agenda and discussed as a Part 2 paper. The minute for this item then goes on to state that the meeting agreed to the re-employment of the Deputy Chief Fire Officer with very little else being said about the matter.

Therefore can you please provide me with the answers to the following treating this as a Freedom of Information Act request:

1. Provide me with a copy of the report / papers that were submitted concerning this matter along with the Investing for the Future Project papers,

2. The business case and options appraisal for the re-employment of the Deputy Chief Fire Officer,

3. The details of the consideration of these matters by the Authority and their discussions regarding alternatives,

4. Clarification as to what was the compelling reason to re-employ the Deputy Chief Fire Officer and spend the public money in this way,

5. The advice offered by the Treasurer and Clerk in this case,

6. They type of employment contract provided to the Deputy Chief Fire Officer as a result of the decision taken along with any restrictions and/or caveats and/or liabilities waved and/or compromise settlement agreement signed,

7. Confirmation of who was present at the meeting for the part 2 papers,

8. Your policy for re-employment/re-engagement of staff along with the dates this has been active from, please include minutes of meetings where this policy was discussed and minutes of meetings where any changes that have been made to it were agreed,

9. What was Cllr. Jackson’s interest in this matter that he declared?

Deputy Chief Fire Officer.

receipt subject to the information not being exempt or containing a
reference to a third party.  In some circumstances Avon Fire & Rescue

Dear Mr. Canvin,

 

Further to your request below, please take note of my response to your FOI
request of 11^th March 2014:

 

‘Unfortunately, there is cause to believe that you may be using a
pseudonym. Also, given the nature of your subsequent request and
similarity to other requests from Ms Allison Elliott, there is also cause
to believe that you may be acting in concert with Ms Elliott. If this is
the case, the requests will be aggregated and the 18 hour time limit will
be applied to the aggregated requests.

 

I have checked my understanding with the Information Commissioner’s Office
and have received assurance that it is appropriate in this case to request
evidence of your identity to ensure that all parties are complying with
the requirements of the Freedom of Information Act 2000.

 

I must therefore respectfully request that you provide evidence of your
identity and a valid address for correspondence. I will be unable to
progress your request further until I have received such evidence. As per
my previous e-mail, if you would prefer me not to contact you on your
private telephone, please feel free to contact me on the number provided
below in order to discuss your requirements further.’

 

I continue to await your response and validation of identity in order to
respond to your first, this and any subsequent Freedom of Information
requests.

 

However, as this topic may be a matter of public interest, I can confirm
that the Deputy Chief Fire Officer has not ceased employment with Avon
Fire & Rescue Service or indicated that he is about to cease employment
with the Service. He has therefore not been ‘re-employed’. The minuted
item relates to potential ‘project threat and risk scenarios’ and action
that the Fire Authority may deem appropriate should risks be realised. Any
actual actions taken to mitigate risks would require formal agreement with
all relevant parties prior to decisions being taken.
