Dear Department for Communities and Local Government,

I, Ismail Abdulhai Bhamjee of 196 Tiptree Crescent, Ilford, Essex IG5 0ST, Do hereby make a request that:-

1. The Department for Communities and Local Government had issued a Draft Local Authorities (Functions and Responsibilities) (England) Regulations 2015 in January 2015.

2. I would like you to confirm whether the Statutory Instrument had been issued to bring this into force or when will this be issued.

3. I believe that you are aware of the Judgment given in the European Court of Human Rights in Strasbourg in the Month of November 2016, where there was a breach of Article 10 of the Convention Treaties-
Since the Local Government and Planning Act 1980 Section 2 (1), This does require the Local Authorities to publish information, whilst there is no Statutory Instrument issued for compensation to be paid.

4. You do have knowledge of Section 132 of the Senior Courts Act 1981 Proof of Documents bearing a seal or stamp of Senior Courts or any Office thereof-
Every Document purporting to be sealed or stamp of the Senior Courts or of any Office of the Senior Courts shall be received in evidence in all parts of the United Kingdom without further proof:

5. You do have the Judgment given in the Court of Appeal of Dunoon Developments Ltd Versus The Secretary of State and Poole District Council which was decided in the High Court of Justice and than in the Court of Appeal.

Dear Department for Communities and Local Government,

We, Ismail Abdulhai Bhamjee and Mrs Saherabanu Ismail Bhamjee do hereby request your attention and consideration that by Law you were required to respond within the period of 20 days under the Freedom of Information Act 2000, whilst you do have the knowledge of the Local Government (Miscellaneous Provisions) Act 1976 Section 41, 42 and 43 where some of the Local Authorities doesn't publish and provide the requested information.

We believe that you are aware of the Judgment given in the High Court of Justice Sacupima & Others versus the London Borough of Newham Council on the 26th November 1999 Before than Mr Justice Dyson

We believe that you are also aware of the Judgment given in the Bristol County Court before a Judge in Davies versus Wansdyke Council where the amount of about £790,000 had been paid for discrimination by the Planning Officers, whilst there are Professional Rules of Code of Conduct for Civil Servants which you are in breach of the rule of Law.
