Rationalising properties in Tillicoultry

Dear Clackmannanshire Council,

In accordance with the Freedom of Information Act and your press release statement dated 14th March 2011, headed Public meeting on rationalising properties in Tillicoultry. Could you please provide the following information.

In this press release you state

"Buildings in Tillicoultry cost over £350,000 a year to maintain, some need further investment to keep open, and some are being used less than 10% of the time".

Please could you provide a breakdown of the figure £350,000 in the following way:

1. By individual property
2. And a further breakdown of the services, staff, maintenance and running costs of each property, and any other associated costs.

In addition can you also provide,
1. A breakdown per property of the further investment required to keep each building open.
2. And, by property, the breakdown analysis of usage as stated in your press release.

Dear Ian Smail,

Thank you for the information you provided.

For clarity, please can you confirm:

1. why you have provided figures for utilisation of the community centre, as at February 2011 excluding Council lets that are moving or have moved to the school, when according to other FOI information no decision has been made to close the community centre.

2. please can you provide the ACTUAL usage figures as at February 2011 prior to the removal of said council lets.

3.Please can you also explain why the usage figures are based on 34 units per day? According to Clacks Web site the centre is only open from Mon - Thur
8.30 am to 10 pm = 27 (30min lets) on a Fri the centre is open from 8.30 am to 12.30pm = 7 potential lets and on a Saturday and Sunday the hall is only opened if booked.

I appreciate the following information may require a separate FOI but I am sure you can either answer within this response or raise a new FOI if you feel that is more appropriate:

A. Please can you confirm which Council lets have been removed from the community centre and have been moved to the school and what the function of these lets is. IE: badminton club, meeting room etc(as expressed to in Usage information for Community Centre CWilson SHI0407E84 spreadsheet).

B. In addition to the above(A), please advise for the remaining Council lets that moved somewhere other than the school; what is the function of these lets and where they have been moved to.

about the utilisation spreadsheet.

My apologies for the delay in responding, however I was waiting on some
information from a colleague who was off until today in order to finish
the response.

You had asked for clarification on the following:

1. why you have provided figures for utilisation of the community centre,
as at February 2011 excluding Council lets that are moving or have moved
to the school, when according to other FO information no decision has been
made to close the community centre.

Many of the Council lets at the Centre were based historically at other
venues. In most cases the lets at the Tillicoultry Community Centre were
temporary up until the end of the booking period (school term) and were
likely to move back to the original venue. No decision has been taken on
the closure as you quite rightly state but we made assumptions on a lot of
the lets and their continuation.

2. please can you provide the ACTUAL usage figures as at February 2011
prior to the removal of said council lets.

The information on actual figures has been highlighted in the spreadsheet
below.

3.Please can you also explain why the usage figures are based on 34 units
per day? According to Clacks Web site the centre is only open
from Mon - Thur

A unit is 30 Minutes. We quite often agree to lets at a venue outside the
normal booking times if a user requests and staffing of the facility can
be accommodated. The booking system we use is based on 34 units per day
across all venues.

Dear Ian Smail,

Thank you for your reply. The latest spreadsheet details the units as 136, I am guessing that this is based on a 17 hours (shown in 15 min blocks). Please can you confirm this assumption is correct.

If the above is correct,then I have a few queries regarding the 2nd spreadsheet provided. I am very surprised by some of the usage figs provided, some now up 73.53%, especially when the highest figure previously quoted by the council has been around 35%, please can you check these are accurate?

I have created a spreadsheet where I have combined the 2 sets of results provided and highlighted my queries. I will try to contact you via telephone to find out how to send this to you as I cannot upload it via this site. I would appreciate a quick response to these queries as this FOI has been ongoing for some time.

Dear Ian Smail,

For absolute clarity on the basis of the above response, are the council are now stating that:

A) there have been no booking moved from the community centre and
B) no booking have been moved to the school.

This is in spite of their initial repsonse saying:
"The table is exclusive of some Council bookings where these are moving or have moved back to the School or another venue."

In addition to the above statement that no users have been moved from the Community Centre, can you confirm that ESOL which is being launched on the 21st May in Alloa Library, has actually been removed from the Tillicoultry Community Centre.

Angela Leitch (CEO) has already confirmed that there are other Council lets which are being removed from the Tillicoultry Community Centre, can you please confirm what lets these are.
