after incidents where the offender was alleged to have been a taxi/private
hire driver or are you after incidents which were reported to have
occurred in a taxi or private hire car?

The figure obtained was done on a key word search of the modus operandi text field to identify words including 'taxi,' ‘hackney’, 'private hire,' 'cab' and 'driver' has been carried out to identify relevant offences in the above list of offences. As a result, some offences may be included which contain one or more of the key words, but may not have direct links to taxis or private hire vehicles. For example, a rape or sexual assault may have occurred at a property and the offender or victim may have used a taxi to attend and/or leave the scene of the offence.

Please clarify what you mean by the term 'implicated' are you interested in statistics where the suspect is recorded as a taxi or private hire driver,
where the taxi or private hire driver has been arrested, or where the taxi or private hire driver has been charged for the specified offences?

Please note, it is more likely that we will record the occupation of an individual at arrest or charge stage.

Your request for information has now been considered and I am not obliged
to supply the information you have requested as the cost of compliance is
exceeded. In order for us to be able to provide this information to you
accurately we would need to manually review all arrest files for the
offence categories you supplied to try and ascertain if the individual
worked as a taxi or private hire driver. This is due to the fact that
whilst our custody system does record occupations, the occupation could be
recorded as ‘driver’ or ‘chauffer’ or even another profession. It is also
highly likely that this may not be an individual’s sole occupation and
could be done on a part time basis; therefore this may not be captured at
the arrest stage. There were over 1000 arrests in the year period
requested for the categories asked for and even at a conservative estimate
of 10 minutes per record, this would still equate to over 160 hours work.
As such, under Section 12 of the Act this information is exempt from
disclosure as the cost of providing you with the information is above the
amount to which we are legally required to respond i.e. the cost of
locating and retrieving the information exceeds the “appropriate level” as
stated in the Freedom of Information (Fees and Appropriate Limit)
Regulations 2004, namely £450. In accordance with the Act, this represents
a Refusal Notice for your request.

Nowhere in my communications do I say that, either "specifically" or otherwise.

I feel you have been obstructive throughout this request and as a consequence, I feel I have no option but to report this matter to the ICO.
