Ranking of suppliers in the social care systems framework

Dear Scotland Excel,

I have just seen a LinkedIn advertisement by the company OLM Systems which claims "We are delighted to announce that we have been awarded the top place on the Scotland Excel framework for Social Care Software Suppliers"

1. How many suppliers were selected for this framework?
2. When the 3 lots are aggregated together, what is the rank order of suppliers?
3. Did OLM Systems seek permission from Scotland Excel before making this claim?
4. I understand that the framework was intended to be awarded in 2019 but had to be abandoned and the process re-started due to a challenge from OLM - which failed to make the top 3. During that year, how much was paid in support and maintenance charges to OLM by Scottish authorities?

I have to say, I don't like this modern trend of boastfulness. Reminds me of Donald Trump.

This is not a ranked framework. We would not aggregate different lots as
the commercial requirements for each Lot are different.

 

 3. Did OLM Systems seek permission from Scotland Excel before making this
claim?

No approach was made to Scotland Excel prior to the advertisement being
released. The supplier was contacted subsequently via the Scotland Excel
message board to advise on appropriate marketing conduct in relation to
Scotland Excel frameworks.

 

 4. I understand that the framework was intended to be awarded in 2019 but
had to be abandoned and the process re-started due to a challenge from
OLM - which failed to make the top 3. During that year, how much was
paid in support and maintenance charges to OLM by Scottish
authorities?

Scotland Excel does not hold that information.

 

If you are unhappy with the way in which Scotland Excel has dealt with
your request, you are entitled to require Scotland Excel to review its
decision.  A copy of Scotland Excel’s review procedures is attached.
