Dear Sir/Madam,

 

I refer to your recent request about S106 monies paid to St Helens
Metropolitan Borough Council from January 2000 to current day for
Rainhill.

 

I will assume by “Rainhill” that you mean the Rainhill ward.

 

I attach a table showing S106’s signed in relation to developments within
the ward from 2000 with associated commuted S106 monies, and their status.

 

The remaining balance for Rainhill specifically is in relation to those
monies not yet spent in relation to the provision of off-site public open
space within the vicinity of the housing development constructed at the
former Oak Tyres, Warrington Road location.  This amount is currently
£132,807.

 

The monies are held by the Council and are to be spent by the Council
under the terms of the legal agreement.  There is therefore no “process
for accessing the remaining funds” or for “allocating these funds”, by
anyone other than the Council.

 

That said, we do wish to encourage that those with an interest
contact/approach the local ward Councillors or officers with their views
on future spending of such funds held.  These will be considered/assessed
as to their legal appropriateness within the context of the terms set out
by the legal agreement.

Thank-you for this information. Can you please provide copies of the legal agreements (where applicable) showing the transfer of the Rainhill “ward” funds to a Borough fund for spend elsewhere? The £214k, and the £146k as examples? Could you also please provide examples of, and all documents relating to the £10k play equipment at Old Lane, and the Martin Close repairs?

Please could you provide the equivalent information for the Eccleston and Newton le Willows ward? If this requires a separate request, please respond accordingly, and I will submit.
