Raigmore Hospital staff accommodation 5

The request was partially successful.

Dear Highland NHS Board,

The public authority says that it does not provide social housing to its own employees; however, it appears that some employees have been at the staff accommodation for decades.

Are these public premises intended to be occupied on a permanent basis? What is the policy of the public authority towards those residents that do not wish to move out to the private sector but find easier instead - or perhaps cheaper - to settle down at the staff accommodation and make these public premises their home?

The public authority says that it has made £1,120.00 in the month of February 2011 and £9,870.00 from the 2nd of January 2010 to the 25th of December 2011 from the four permanent residents being in Glen Court since the year the public authority says it holds records, the year 2007.

How does the public authority explain this inconsistency with the incomes made from those particular four residents in Glen Court? Can the public authority please name the four rooms in Glen Court being occupied since the year 2007?

Besides the fact that, for unknown reasons, the public authority keeps sending some of its responses to the wrong FoI request, the financial information disclosed often appear to be quite vague, incongruent, untidy and incomplete which are of no use for checks and balances purposes. In addition the public authority also on this occasion has failed to respond in full to my FoI request.

The fact that there has been a change of staff in the Finance Department is irrelevant. Financial transactions should always be traceable to the last penny, regardless of how old a financial transaction might be.

Can the public authority please answer in full to the questions put in this FoI request?

p.s. Regarding your continued offers to meet in person with a member of staff from NHS Highland:

Has the public authority realised that these are Freedom of Information requests? Anybody from anywhere in the world can make Freedom of Information requests to Scottish public authorities. Do people have to come to Scotland to discuss their FoI requests in person in order to get some information from this public authority? I have made several private FoI requests to NHS Highland in the past few months - some to the portering and security manager and some to other individuals at NHS Highland. I am waiting for their responses.

Let me make one more point please – if my observation is wrong, please feel free to correct me.

The staff accommodation is public property, and the incomes made from public properties are public money. Why is this public authority so keen to discuss the administration of public premises and public finances in private?

Please see below our response to the outstanding queries from your request below:

a) What is the policy of the public authority towards those residents that do not wish to move out to the private sector?

NHS Highland has no specific policy regarding residents moving on from staff accommodation to private sector accommodation. Residents sign a 6 month initial agreement, then on a rolling month to month basis thereafter. The notice period for either party would be 1 month. We apologise for not responding to this specific question

b) Can the public authority please name the 4 rooms in Glen Court being occupied since the year 2007

NHS Highland has not released this information on the basis that in conjunction with other information previously released it would allow the identification of individuals which would have contravened the principles of the Data Protection Act Section 38(1)(b). We are also aware that you will be fully aware of the rooms concerned and the residents within them. I accept and apologise that NHS Highland has not made this clear to you.

Thank you for your response to my request 5.

However, I would like to say that the public authority could have told me that the portering and security manager that the public authority wishes me to contact has been suspended.

I sent him an email. How can I expect of receiving a reply from him if he is suspended?

I only found out when I saw the front page in the newspapers that he has been suspended.

In its repeated suggestions to contact Brian Beattie, the public authority could have had the courtesy of telling me that he has been suspended.
