Dear Department of Health and Social Care,

Please answer the following, questions

When a safeguarding investigation takes place there is no Duty of Care to the person being investigated.

Does that mean that Human Right legislation is not an issue at the time of investigation?
Does that mean criminal offenses such as tampering with the suspects medical records is allowed.?
Does rhat mean an opportunity to to bodily harm caused by the removal of medical records is acceptable.?
Does such an investigation mean mean all disabilities of the suspect must be removed or discarded ?
What distinguishes such things such as above from perpetratrating a Hate Crime rather than an investigation?
