Quality & funding controls for Sub-Contract Pothole repairers

We're waiting for David Robson to read a recent response and update the status.

Dear Kent County Council,

I would be grateful if you could clarify your the Quality procedures in place, with regard to Sub-Contract Pothole repairers carrying out work within the County.
I would also be grateful for clarification how Public funds are spent in this regard.

For instance:
A pothole is reported to you & you dispatch Pothole repairers to repair the hole.
Soon after, the inadequate repair fails, the pothole is reported once more & you dispatch Pothole repairers to repair the hole once more.

My questions are:
1) What Quality procedures/inspections do you have in place to ensure that a proper & adequate repair is carried out?
2) Presuming that the Sub-Contractor is paid for the initial repair, are they then paid again to carry out further repairs to the same location on their return?
