Qualifying period calculation and 3c leave

Can an applicant with 3C leave continuing benefit from 28 days concession? In other word, can s/he apply 28 days early before 10 years qualifying period in super priority? Please consider giving example too if possible based on the scenario (date granted first visa: 10/05/2009, entered in the UK: 22/05/2009). Many many thanks.

I have asked a general question as the guidance from asset publishing is not clear enough and there is no relevant example. Also, what I am asking to disclose is inf act recorded information.
