Dear Public Works Loan Board,
Could you please help me to understand the following points with respect to Local Authorities / Councils who apply for loans from the PWLB:

1) Is there a strict rule / policy for what types of projects qualify for a PWLB? If so please can you provide these details.
2) Do Local Authorities have to provide the PWLB with specific details about each project that they will use the PWLB for?
3) What are the current PWLB interest rates?
4) I have read somewhere that these interest rates are on top of the current gilt rates. If this is the case can you please show examples of how this works (e.g Total interest rate = PWLB interest rate of X plus Gilt interest rate of Y)
5) If applicable where can I find details of current gilt rates
6) Is there an obligation and/ or requirement for Local Authorities / Councils to be fully open and transparent with members of the public regarding PWLB loans and to publish full details of the projects / plans together with full loan repayment details?
