PWC International Benchmarking Study Nov 2016, Cost & speed

Response to this request is long overdue. By law, under all circumstances, Department for Transport should have responded by now (details). You can complain by requesting an internal review.

Dear Department for Transport,

The PWC report states that the study was completed in 2015 but the report is dated November 2016.

1. When was the PWC study completed in 2015?

2. Why was release of the report delayed for 2 years after publication?

Footnote 18 on page 35 of the PWC report states:-

"Since the completion of this study, HS2 Ltd has assessed the impact of different speeds on capital cost, and concluded that the cost of building the Phase One consulted route designed for 200kph would be 9% lower than the cost of a route designed to 360kph."

3. Did the Department of Transport initiate the request for HS2 to assess the impact of speed on building costs?

4. When was the assessment of different speeds on costs by HS2 started and finished?
Please provide full details of the assessment that was carried out including the methodology, range of speeds examined, assumptions and data used to derive the 9% figure.

5. What assessment, if any, was made by DfT or HS2 regarding the saving in operation & maintenance costs achievable through lower speeds?

6. What assessment, if any, was made by DfT or HS2 regarding the saving in train procurement costs achievable through lower speeds?

7. Did DfT request that footnote 18 should be added after the completion of the study?

8. When was footnote 18 added?
