Dear Lawrence Sheriff School,
Thanks for your letter yesterday seeking clarification of my request asking
1. Whether I refer to just disadvantaged children in receipt of Pupil Premium Funding or if this should include Looked After Children (LAC) and those on Service Premium Funding
2. Whether I refer to just children admitted in year 7.

I was basing ‘disadvantaged’ on the DfE’s criteria for applying for the SSEF. Their guidance (https://assets.publishing.service.gov.uk...) explains that “The department wants to see a greater proportion of disadvantaged children (i.e. children eligible for pupil premium funding) applying for and attending selective schools”. If LAC are not always in receipt of PP funding, that does seem to be an unintentionally narrow definition of ‘disadvantage’. Please provide figures for both Pupil Premium funding and Looked After Children clearly stating if any individual is in both categories.

With regards the second point. Thank you for seeking clarification. I am referring to just those children admitted in Y7 this September.

Thanks for seeking clarification.
Best wishes
James Coombs

Dear Lawrence Sheriff,
Thanks very much for taking the time to respond to my request for information. I disagree with your conclusion that it is necessary to provide a combined figure for PP and LAC pupils admitted this September in response to part 2 of my request. The test which should be used to determine whether information should be withheld under s.40(2) over concern that disclosure contravenes any of the data protection principles in the GDPR or DPA 2018 is whether it is possible to identify any individual from the disclosure. For example, if you were to disclose that this September the school admitted 15 pupils in receipt of PP funding and one LAC child it would not be possible to identify *which* of the 150 children admitted is the individual looked after child. That said, this is a moot point as the response provides the information I was seeking in an unambiguous way which was my objective.

I am unable to find your admissions arrangements for 2017 entry on the link provided. I have managed to find the arrangements for 2020. Category 2 prioritises 10 places for children meeting a qualifying score which is effectively up to 20 marks below the automatic qualifying score. There does seem to be a lack of objectivity in the way that is set by the "Committee of Reference" (bottom of page 9 of your arrangements) after the test has been taken, but assuming the results are standardised using the conventional values μ=100, σ=15 this lowers the qualifying score in real terms by one and a third standard deviations which I am confident is sufficient to ensure that all these 10 places go to disadvantaged children.

I am disappointed that almost seven million pounds of public funding has been allocated for the express purpose of providing places at grammar schools for disadvantaged children but the schools governors have chosen instead to implement admissions arrangements which only ensure that one third of those new places go to those this funding was intended to help. Please pass on my observations to the governing body.

Thanks again for taking the time to respond to my request.
best wishes.
