Pupil data: Children-in-Need Census expansion

Dear Department for Education,
under the FOIC Act 200, and regards the Children in Need census and within the most recent 12 month period available:

1) Please confirm how many UPNs (unique individual numbers, ie total count of number of individual records) are held in the dataset on August 1, 2020

2) With regard to 1) from what year these records date back to (total per source year if available)

3) Confirm with what other datasets this dataset has been linked by your Department (as a whole or in part) (ie NPD, or Alternative Provision Census datasets)

4) On User Access to the dataset:

a) please provide the total number of approved users at national level
b) the total number of approved users outside the Department for Education (DfE)
c) in which third party organisations approved users are, beyond the DfE
d) where accountability for the role assignments / security access to users is administered
e) how many times the Children-in-Need database was accessed, within the Department for Education
f) Is security to the data role based (ie some users only see some data) and if yes, how many users have access to all the data
g) Are any records assigned narrower access rights (for example, 'sealed envelopes' for children with restricted home address distribution.

5) Whether the same role based security arrangements in (4) will apply to the expansion of the dataset as set out in RFC 1109: CIN census 2020 to 2021 assessment code set

Given that I do not know how stringent your security audit processes are, and what data you will have readily avaialble, please do not let time be a barrier to this FOI and simply provide what you have in the apropriate FOI time period available.

 You asked for the most recent 12 month period available:

We spoke via phone on 13/08/2020 to clarify the request and agreed the
questions you would like answered were as follows:

 1. Number of child records in CiN NPD dataset for each year. For the full
CiN dataset for 2019, number of children with and without a valid UPN.
 2. Details of what datasets the CiN data has been linked to by the
department
 3. User access to the data:

 a. Number of approved users outside of the department
 b. Details of which third party organisations users are, beyond DfE
 c. Details of accountability for the role assignments/security access to
users
 d. How many times the CiN data has been accessed within DfE [I said I
would check this as we may not be able to provide it – if not, we will
explain why]
 e. Number of internal users with access to the CiN data
 f. Details on different levels of access rights, and whether these are
role based within DfE
 g. Whether the same role based security arrangements will apply to the
expansion of the CiN data set out in RFC 1109: CiN census 2020 to 2021
assessment code set [we will cover this and more broadly explain
access to the factors identified at the end of assessment data and
what is/is not included in the NPD version of CiN data]

If you could please confirm this matches your understanding of what has
been agreed, this will form the basis of your request going forward.
