Public Space Protection Orders- List of Powers

Response to this request is long overdue. By law, under all circumstances, Waltham Forest Borough Council should have responded by now (details). You can complain by requesting an internal review.

Re: Public Space Protection Orders.

You have introduced these orders from September 2017. Please provide a listing of the powers of of enforcement available to council officers and/or agents (if different). My understanding is that the enforcement involves no new legislation but the consolidation of existing powers. Please list the Acts, Statutory Instrument,Bye-Laws -with appropriate sections-which give powers to the enforcers. I note that other local authorities have published a full list of powers but Waltham Forest has not, to my knowledge, done so.

2) If you feel that this listing is in the public domain, then please provide the location as to where such information might be reasonably accessible, as I have failed to find it from any LBWF source.

I am writing to request an internal review of Waltham Forest Borough Council's handling of my FOI request 'Public Space Protection Orders- List of Powers'.
I am sure that you find it very amusing indeed to supply a list of 72 Acts of Parliament, all of which are substantive in bulk and complexity- and then say the answer is in there somewhere , except the bits we have kept for ourselves. A classic, obstructive non-answer from an obstructive, unhelpful, secretive and arrogant local authority maintaining a long tradition of garnering power to itself by a curmudgeonly attitude across decades of disclosing as little as possible to anyone.
I asked for specific powers-right to stop, right to require name and address, etc- other local authorities have published this. You have chosen the Stalinist option-as usual.
