information about the Public Sector Decarbonisation Scheme (PSDS).
Your specific request; whether Salix will continue to fund Phase 1 PSDS
projects beyond 31 of March 2022 and/or that you are expecting all
projects to be completed by that date. You also ask, if any, what Phase 1
PSDS projects will be continuing beyond 31 March 2022
Please note that Salix Finance Ltd supports the department of Business
Energy and Industrial Strategy (BEIS) in the delivery of the PSDS and
Salix holds this information on behalf of BEIS. Accordingly, BEIS is to
determine any request Salix may receive for PSDS information.
Your request is being treated under the Freedom of Information Act (FOIA)
2000 and you can expect to receive a response within 20 working days, by
March 4 at the latest.

Please note that Salix Finance Ltd supports the department of Business
Energy and Industrial Strategy (BEIS) in the delivery of the PSDS and
Salix holds this information on behalf of BEIS. Accordingly, BEIS is to
determine any request Salix may receive for PSDS information.
Your Request: [1][FOI #830573 email] “Please could
you confirm if Salix will continue to fund Phase 1 PSDS projects beyond
31st of March 2022 and/or that you are expecting all projects to be
completed by that date. If any, what phase 1 PSDS projects will be
continuing beyond 31st March 2022?”
Salix Response: The deadline for all funds to be claimed from Salix
Finance for Phase 1 Public Sector Decarbonisation Scheme projects remains
31 March 2022 (allowing for accrued claims in April).
Some local authorities received their full grant directly from BEIS at the
start of delivery under Section 31 of the Local Government Act 2003 to
address particular constraints on local authority budgets at the time,
given other pressures (including the impact of the pandemic) in order to
ensure projects could be delivered. For those projects, where required,
Salix Finance may provide a discretionary time limited extension up to,
but no later than, 30 June 2022. This discretionary extension period is
intended to allow limited flexibility for Section 31 grant recipients
whose projects are already well under way but are facing risks that
challenge their ability to complete by 31 March 2022. Salix Finance will
only grant extensions where the grant recipient can make a compelling case
as to why they cannot complete their project by 31 March 2022 and provides
a credible plan to complete by 30 June 2022.
If a grant recipient requires longer to complete their project than their
respective deadline then any remaining funding must be provided from other
sources.
Should you not be satisfied with how your request has been dealt with by
Salix Finance you have the right to request an internal review. In this

determine any request Salix may receive for PSDS information.
Further to my initial response on February 11, you sent a subsequent
request for information, also on 11 February.
Your request: Please could you provide me with a list of the local
authorities/projects that have the possibility to extended their deadline
using this option (i.e. who are the 'some local authorities'?).
Salix response: We do not currently have a list of grant recipients who
will request an extension beyond 31 March 2022. The attached list
identifies the grant recipients and projects who have been funded under
Section 31 of the Local Government Act 2003 and are therefore eligible to
apply for an extension should a project not be able to complete by 31
March 2022. Salix will only grant extensions in cases where the following
criteria are met:
· The project has started – in practical terms the project will need
to have provided evidenced spend on the project to Salix Finance before an
extension can be granted.
· The extension must be necessary for the project to complete -
evidence is required to support this.
· There needs to be a credible plan to complete the project by 30
June 2022, or otherwise can demonstrate that any remaining funding which
will still need to be spent to complete the project after that date will
be provided from other sources.
