Public participation in Planning Committee

We're waiting for Sarah James to read a recent response and update the status.

Dear Chelmsford City Council,

Civic Voice, the national charity for the civic and conservation movement is campaigning to put public participation at the heart of the planning system. With this in mind, I am writing to request the following information under the Freedom of Information Act:

1. Can you confirm how long, in minutes, a community group such as a Civic Society is permitted to speak at your local council’s Planning Committee? (By ‘Planning Committee’ we mean your local authority’s committee of elected members which determines planning applications. It may be known by a different name in your local authority).

2. Is there a limit on the number of registered speakers permitted to speak at your Planning Committee? If yes, please specify the maximum number of speakers allowed.

3. Is there a limit on the total time allowed for registered speakers? If yes, please provide details of the time restriction.

4. Are your Planning Committee procedure rules publicly available online? If yes, please provide the weblink.

 1. Can you confirm how long, in minutes, a community group such as a

Committee? (By ‘Planning Committee’ we mean your local authority’s

It may be known by a different name in your local authority).

 

Each member of the public may speak for two minutes. In theory there is no
limit on the number of persons who may speak on behalf of a community
group, provided they do not repeat points.

 

 2. Is there a limit on the number of registered speakers permitted to
speak at your Planning Committee? If yes, please specify the maximum
number of speakers allowed. 

 

There is no limit on the number of registered speakers permitted to speak
at the Planning Committee.

 

 3. Is there a limit on the total time allowed for registered speakers? If
yes, please provide details of the time restriction.

 

Yes, 15 minutes, although the Chair will normally extend it to accommodate
all who wish to speak.

 

 4. Are your Planning Committee procedure rules publicly available online?
If yes, please provide the weblink.

Right to Internal Review

If you are dissatisfied with this response or with the way your request
has been handled under the Freedom of Information Act, you have the right
to ask for your request to be independently reviewed by the Director of
Corporate Services. You should set out your representations in writing
explaining why you are dissatisfied with this response or the way your

will be conducted in accordance with the Council’s internal review
