Public participation in Planning Committee

Dear Babergh District Council,

Civic Voice, the national charity for the civic and conservation movement is campaigning to put public participation at the heart of the planning system. With this in mind, I am writing to request the following information under the Freedom of Information Act:

1. Can you confirm how long, in minutes, a community group such as a Civic Society is permitted to speak at your local council’s Planning Committee? (By ‘Planning Committee’ we mean your local authority’s committee of elected members which determines planning applications. It may be known by a different name in your local authority).

2. Is there a limit on the number of registered speakers permitted to speak at your Planning Committee? If yes, please specify the maximum number of speakers allowed.

3. Is there a limit on the total time allowed for registered speakers? If yes, please provide details of the time restriction.

4. Are your Planning Committee procedure rules publicly available online? If yes, please provide the weblink.

Response:
 
1. Can you confirm how long, in minutes, a community group such as a Civic
Society is permitted to speak at your local council’s Planning Committee?
(By ‘Planning Committee’ we mean your local authority’s committee of
elected members which determines planning applications. It may be known by
a different name in your local authority).
 
Answer: Community groups do not have an allotted time to speak within
Babergh. There are slots for the Parish Council, Objector, Supporter,
Applicant, County Council Member and Ward Member. Depending on the
situation (speaking as an objector and/ or supporter) they would be
allowed three minutes in that capacity provided that no-one else wished to
speak in that slot as well.
 
2. Is there a limit on the number of registered speakers permitted to
speak at your Planning Committee? If yes, please specify the maximum
number of speakers allowed. 
 
Answer: There is not a limit on the number of speakers that are permitted
to speak in he capacities of Objector/ Supporter/ Parish Council. However,
it should be noted that the slots are time limited to 3 minutes and if
there are 2 speakers then they would get 1.5 minutes each and with 3
people 1 minute each etc.
 
3. Is there a limit on the total time allowed for registered speakers? If
yes, please provide details of the time restriction.
 
Answer: The total time allotted to the parish council, Objector,
Supporter, Applicant/ Agent and County Councillor is limited to 3 minutes.
The ward Member is limited to 5 minutes.
 
4. Are your Planning Committee procedure rules publicly available online?
If yes, please provide the weblink.
