Public Broadcast of Category 3 Sex Offender being given temporary accommodation in Annan.
Dear Dumfries and Galloway Council,
Please provide information as follows:
1) It has been reported a lady was talking in the street in Annan and telling someone that a Category 3 Sex Offender was to be given temporary housing in Annan on his release from prison in March. Is it council policy to broadcast information such as this in public?
It is understood that the lady in question was a senior employee in the Homeless Service of Dumfries and Galloway Council. How is it the council permits her to communicate information such as this in public?
2) What instructions are given to council employees on adhering to The General Data Protection Regulations?
3) It is known that the Homeless Service has breached The General Data Protection Regulations on numerous occasions. Are they given any training in this legislation? They seem to have no awareness it exists.

I am writing to request an internal review of Dumfries and Galloway Council's handling of my FOI request 'Public Broadcast of Category 3 Sex Offender being given temporary accommodation in Annan.'.
The request was made on 13 March 2019. The time limit for lawful response has expired. Unless the information is provided timeously subsequent to this request for Review, then it will be referred to the SPSO.

Dear Dumfries and Galloway Council,
FOI request made to you on 13 March 2019. Given there was no response, which appears to be the norm for you, a request for Internal Review was made on 11 May 2019. As usual, you have failed to respond to this, plus comply with the FOI Act. It seems that Dumfries and Galloway Council considers itself above the law in many respects.
It is known that Joanne Weir, who is head of the Housing Options and Homeless service, made the statements to another person in the middle of the street in Annan. These comments were overheard and reported to someone else. It is about typical of the shabby little outfit that you are that a senior employee breaches the data protection laws in this manner.
You have had more than enough time to respond to this so a complaint will be made to the ICO now.

I think we can take it that Dumfries and Galloway Council are failing to comply with the FOI Act in relation to this request. This is typical of their Misconduct in Public Office which is a criminal offence. The word criminal is very appropriate for this council.
