Providing information to third parties

I acknowledge receipt of your correspondence dated 15th February 2019.
An allegation is a claim or assertion that someone has done something illegal or wrong, typically one made without proof.
I have not made an allegation. I have proof. I am in possession of copies of both Mails, which were sent on behalf of AFBI to two third parties.
I am resubmitting my request under the Freedom of Information Act;
Who/whom in AFBI gave instruction(s) that false information was to be provided to third parties?
Why did AFBI allow false information to be provided to two third parties?

Dear AFBI FOI Officer,
I acknowledge receipt of your correspondence dated 20th February 2019.
Your reply stated “The Act covers all recorded information held by a public authority. The Act does not cover information that is in someone’s head”.
I have not made a FOI request for information that is in someone’s head.
The information I requested would be recorded information.
To the best of my knowledge, no Corporate Law Firm would accept instructions from anyone’s head, nor would a Corporate Law Firm take it upon themselves to write to a third party on behalf of AFBI if AFBI had not instructed (verbal/written) them to do so.
I resubmit (for the third time) my FOI request;
