Provide mid-year update for £110k grant to BSWN

Dear Bristol City Council,

The Black South West Network were awarded £110,000 for the period 21 March 2022 until 31 March 2024 from the Community Development, Connecting People into Communities Fund which the Council is distributing as grants "to support people vulnerable to the Covid-19 pandemic to re-emerge, build trusting connections, seed and encourage sustainable community activities."

They committed to using the Grant wholly and exclusively for the purposes set out in the Agreement they signed with the council.

The agreement also states that the effectiveness of the funded Activities will be monitored by Bristol City Council against the agreed Measures and will be reported to the Council’s Representatives at mid-year and the end of each year.

Please provide the mid-year update, including but not limited to the areas (wards) the activities were pursued in and which demographics they targetted; as listed on the agreement.

Thank you for your request for information received on 15 February 2023.
 
Please note the Black South West Network (BSWN) are funded to deliver
Connecting People in Communities Fund until March 2024. BSWN are a
infrastructure organisation and doesn't have its own community development
workers so it has funded two organisations to deliver the project and they
report through them.

This is Bristol Somali Resource Centre (BSRC) and Pakistani Welfare
Organisation (PWO). I have attached their one year monitoring report,
reporting against the figures requested in their grant agreement. They
have met or exceeded on all their targets.

BSWN attends a quarterly steering group meetings for this project with
other funded partners and the workers from BSRC and PWO also attend a
learning circle with other practitioners from this project where they
share and develop their practice together.

We are very pleased with the progress they have made over the last year
and the engagement they have had with the project.

In conducting my investigation, I have not considered that your request
required a full standard internal review, as the main issue raised was of
a technical nature and because your interim query on who made the comment
'we are very pleased with the progress' is viewed to be an additional
request for information.

Attached you will find, as a PDF, the report that you were unable to open
originally, due to it not being disclosed in an accessible format. I
apologise on behalf of the council that the original copy of the report
was not supplied to you in an accessible file format.

In respect to your additional query on the attribution of the comment 'we
are very pleased with the progress'. I can advise that this comment was
made by Bristol City Council's Neighbourhoods & Communities Service team,
which is part of the Communities & Public Health Division under the People
Directorate.

I hope that this response addresses your concerns on the processing of

I appreciate that you have provided some output but this is not what I requested. I asked for the mid-year output, which was not provided.

I can see this is the end of year report.

Please confirm whether there has been any mid-year output?

This was a specific condition of the funding agreement. The funding agreement states the effectiveness of the funded Activities will be monitored by Bristol City Council against the agreed Measures and will be reported to the Council’s Representatives at mid-year and the end of each year. This was what I asked for.
