1. Since 1 April 2009 how many applications for a Care Order have been made by the Local Authority?

2. At the date of replying, how many children are in the care of the Local Authority under:

a. A S31 Order
b. A S20 Order

3. How many of the applications for a Care Order made since 1 April 2009 have resulted in:

a. A Supervision Order
b. A Care Order - Permanent Foster Care/Care Home
c. An Adoption Order.
d. A Special Guardianship Order - placed with family
e. No Order

4. In relation to 3b, 3c and 3d how many of the parents had:

a. Been convicted of a criminal offence against their children
b. Had the benefit of a residential family assessment

5. In relation to 3c how many applications for freeing orders were made?

6. In relation to question 1. how many of the parents had made an official complaint against children's services prior to the commencement of care proceedings?

Dear Mary Jackson,

You have told me that you have made 178 applications for a care order since 1 April 2009 and have told me about the results of 13 of those applications. Are the other 165 still in the court process?

You have told me that finding whether there has been a criminal investigation or a residential assessment in respect of children that have been permanently placed away from their parents would be too labour intensive, however you have already told me that only 13 files are relevant ie, 4 children have been adopted and 9 have been placed with family. I look forward to hearing whether the 13 children who have either been adopted of placed permanently with family were taken permanently from their parents because either evidence existed to find the parent guilty of the criminal offence of abuse/neglect or that the parents and children had the benefit of a residential assessment.

As there are many documented cases of criminal acts committed by social services depts and supporting agencies across the country, it is very important to extract all the information recorded at councils across the UK.
Where a fee is requested it only helps to hide the facts and therefore not protect the children.
Research is urgently needed into the removal of children by local authority. It has become clear in the research taken to date that many children are being removed from birth families, who have not received any assistance in crisis, even upon their own request. Nor have the birth parents committed any criminal offence towards the children that have been removed. Nor are the birth parents/parent been guilty of any serious mental/emotional abuse or neglect (other than that which one could only be considered as low income/disability etc. and at worst requiring the intervention of practical of financial assistance to support the family.

The problem is that although you say there are many documented cases of criminal acts by Local Authority, the documented cases are by aggrieved parents.

It is not a criminal act, until a court has made judgement that the act was criminal.

If you are aware of Criminal Proceedings that are ongoing or have been determined in favour of parents please contact me.
