Proof of police corruption

Dear Association of Police and Crime Commissioners,

Please provide me with details of who to complain to about on-going corruption of all ranks within Merseyside Police, most notably on the Wirral? To my knowledge the CCMP Jon Murphy is already fully aware of the actions of his corrupt officers and the issues of their non compliance with the Criminal Procedure and Investigations Act 1996 and all the evidence of set ups and cover ups so it seems pretty futile to complain to him. The IPCC are also a no go as they make every excuse under the sun not to investigate such corruption stating that where there is an elapse of time its not fair to the officers involved! WE ARE TALKING ABOUT CORRUPT PUBLIC SERVANTS HERE! there ought not be any time limits on such goings on, if the Yorkshire Ripper had not been apprehended until yesterday could it be argued that an investigation would be unfair to him due to the elapse of time involved. Such a statement is disgraceful and arrogant and shows nothing more than contempt for the public when we ask for accountability of police officers.

I am writing to request an internal review of Association of Police and Crime Commissioners's handling of my FOI request 'Proof of police corruption'.
After requesting information for the correct procedures for reporting SERIOUS POLICE MISCONDUCT you have failed to reply to my request . Ignoring such an important request is not in the public interest and shows a serious couldn't care less attitude!

Thank you for your email, and apologies for the delay in replying.

We have had IT problems since 12 March, and were unable to access our pnn.police.uk email accounts from then until 21 April, when the problem was finally resolved. As a result we have only recently become aware of your request, and were unable to reply to you earlier.

We do not have anyone here that formally conducts FOI reviews, as we are not an organisation included in Schedule 1 of the Freedom of Information Act and the Act does not therefore apply to us. However, we do try to be as transparent as possible and will do our best to answer your query.

Generally complaints about the police, other than the chief constable, should be made to the relevant police force in the first instance. In the case of Merseyside Police, you can write to Merseyside Police, Professional Standards Department, PO Box 59, Liverpool L69 1JD.

If the complaint is about the chief constable, then you should contact the Police and Crime Commissioner to make the complaint. You can also make complaints to the IPCC direct in some circumstances - however from your email it seems you may have already done this and found their response unsatisfactory.
