I am writing to request an internal review of North Somerset Council's handling of my FOI request 'Projected Demand - Baytree School 2021 - 2022'.

I asked
Please disclose the data, sources of information and other methodology detail, used by NSC to project the demand on Baytree School as illustrated in the bar chart within your reply dated 21st October 2019 Your ref; 3051555

You kindly provided answer to my FOI on 12th January where your response was “ all information to be supplied”

Unfortunately NSC have not provided a response to my question.

The two graphs further provided indicated “children & young people with SEN/EHCP for the England, South West & North Somerset”. You explained the consensus within NS as experiencing an upward pressure on the number of requests for EHCP and the graphs provided clearly illustrate this point. I also acknowledge the increase of assuming additional growth of 0.1%, bringing NSC into a more national average.

You further explained the projection ratio of the EHCP provision cohort.
However,
• There is no explanation or figures given to breakdown the numbers provided by way of SEN/EHCP cohorts (ie ASD/SLCN/SEMH) across NS, which would be helpful to my original request
• There is no explanation of the figures provided that answers my original request in which I ask for and only for, Baytree School.
• The increased demand has not been provided for Baytree School but for the whole of the NSC SEN/EHCP provision, despite my freedom of information requests and your last sentence; “This was how the demand for Baytree School was projected”. Your Ref; 3051555 and 3172880

Dear North Somerset Council,

Thank you for your Internal Review (IR) response dated 9th February 2021.

I hope you will be able to provide a further explanation in connection with my original specific FOI request (Ref; 3172880) dated 18 December 2020 in which I asked for the Projected Demand for Baytree School ONLY.

I did not seek information on general SEN or EHCP matters nor was I expecting or indeed asking for exact admission detail.

As I did not receive that information I asked for an IR which you kindly provided on 9th Feb. In your IR response you clearly state and I quote the whole paragraph.

"Our response
We responded on 12 January 2021, providing graphical representations of historic and projected figures of
population percentages of children and young people with SEN or EHCPs, and how these percentages relate to actual number of EHCPs. Details of how the specific projected demand on Baytree School was calculated was provided, along with weblinks to the data sources used to help make these calculations."

Within that paragraph you state “................... Details of how the specific projected demand on Baytree School was calculated was provided............” and it is this specific issue that I now seek assistance.

For the avoidance of any doubt please explain where this specific projected demand for Baytree was either calculated or provided and where it can be found within any NSC response to me. I am unable to find this information, hence my reason in asking for an IR.

Unfortunately we cannot share the exact projection workings because they
use actual pupil numbers by types of need for the previous five years as
their basis. Many categories contain fewer than five children which would
risk making children identifiable and breaching data protection
requirements if shared.  We have therefore tried to expand on the
information we have previously provided and we hope that the explanation
and additional detail provided below answers your queries regarding the
Baytree School projections for 2021 and 2022.

 

Overall the number of North Somerset pupils with EHCPs is forecast to
increase year on year. However, some categories of need are expected to
increase more than others. A percentage change factor using the previous
five years’ worth of data as a guide on recent change, was calculated for
each type of primary need.

 

The expected yearly percentage change for each type of primary need used
in the projections is shown below. Please note that a negative percentage
does not automatically mean that the numbers of children in this category
will decrease, but that the number of children in this category as a
percentage as the total overall number of North Somerset EHCPs will
decrease. There are two main categories of need expected to increase in
terms of the proportion of North Somerset EHCP pupils - ASD and SEMH.

In addition to breaking down numbers by primary need, information on
pupils with EHCPs for the last five years was split by placement location:

 

North Somerset special schools

Non-North Somerset mainstream schools

Non-North Somerset special schools

Independent schools

Other provision – Alternative Provision and Elective Home Education

 

The provision above was also split into 3-16 provision and post-16.
Included in the calculations was the identification of pupils our SEND
Team thought could have been moved back into North Somerset provision
should suitable places have been available at the time and pupils
attending a mainstream provision who in the future may prefer a special
school place if it were available. For years 2015 to 2019 this gave 910
different categories of provision type and need (182 per year). Many of
these categories have fewer than five pupils in them which is why the
actual workings for the projections cannot be shared.

 

In order to project future demand for Baytree, the total number of
projected future North Somerset EHCPs was calculated first.  The total
number of EHCP student for each future year was then split by the
percentage change numbers above and then by category of need and provision
type.

 

Baytree School provides places for three types of need: ASD, PMLD and
SLD.  The projected demand split by type of need for Baytree for 2021 and
2022 is shown below. For context, the total number of pupils projected
with each type of need is also given so you can see the overall increasing
demand.

Projection work is not usually straight forward.  Initial work to compare
these projections with 2021 pupil numbers is showing that we
underestimated the total number of EHCP pupils by around 40 pupils or 3%.
We have tried to come up with a robust but detailed approach to account
for the many of the complexities associated with forecasting future
numbers of SEND pupils and the type of provision they will need. We will
be reviewing our projections year-on-year to check for accuracy and
whether our assumptions were correct and will refine our approach as
necessary.
