On 29/10/2020 you made the following request for information, which has
been dealt with in accordance with the provisions of the Freedom of
Information Act 2000.

Your request was for;

I am writing to ask that you please provide me with the spend for your
Professional Services procurement at the Authority, by which I mean the

We have now completed a search for the information which you requested and
confirm that this Authority holds data relevant to your request.

The Response to your request is as follows:

The Council maps expenditure against category, based on industry standard
taxonomy “Pro-Class” this is linked to financial coding against Purchase
orders. We only hold this level of detail for services procured by
requisition and purchase order. The term “Project” can have several
meanings within the Council, for the purposes of responding to this
request we define project as construction project.

The classification of consultancy can also contain elements of
professional services and we are reliant on the requestor to categorise
the spend appropriately. The category is very broad and the data we hold
is structured as below:

 Working on the classification codes above, the last 12-month period
available relates to invoices paid in the period April 2019 to Mach 2020.
(financial year 2019) the total whole pounds invoice value was £18,712,479

• Between April 2019 and March 2020, which categories had the highest
level of spend throughout that period? 

Working on the assumption that the top 3 categories will satisfy your
request, the values are:

Environmental £12,105,189

Business £2,826,660

Management £1,661,295

The top 3 categories cover approx. 89% of the spend

• Has the authority planned any large construction-based projects over the
next two years?

Large Construction based projects are subject to a Key Decision. Key
decisions are those which involve spending or savings of £500,000 or more,
or which will have a significant effect on communities in two or more
electoral divisions. They are taken by the County Council, Cabinet,
Cabinet Members, County Local Committees and officers.

• What is the Councils current process to engage with professional service
providers? Please could you provide details of the process and name third
parties if they are being used.

There are several routes to market. For consultancy contracts under
£50,000 there will be an invitation to quote process, where a business
unit invites minimum of 3 potential providers to bid.

For consultancy contracts over £50,000 the council uses approved
Frameworks -pre-existing arrangements with pools of qualified suppliers.

The Council has a contract with Faithful and Gould – to provide a range of
services relating to construction, including professional services.

The Council accesses a Framework NEPO framework for professional services
