Professional Services Procurement Spend

Dear Spelthorne Borough Council,

I am writing to ask that you please provide me with the spend for your Professional Services procurement at the Authority, by which I mean the procurement of projects and consultancy through Statement of Work excluding temporary agency staff.

• What have you spent on Professional Services over the last 12 months?
• What did the authority spend on professional Services Between April 2019 and March 2020?
• Between April 2019 and March 2020, which categories had the highest level of spend throughout that period?
• Has the authority planned any large construction-based projects over the next two years?
• If you have got construction projects planned, please could you provide project details, budget and timeframes?
• What is the Councils current process to engage with professional service providers? Please could you provide details of the process and name third parties if they are being used.

Thank you for your request for Spelthorne Borough Council which we received on
27-Oct-2020. We will be dealing with your request for information in accordance

Due to the Covid-19 outbreak and in line with Government guidance Spelthorne
Borough Council is focusing on maintaining essential services for our residents;
there is an increased demand at this time. Requests will be answered as soon as
is practicable. The ICO has stated that FOI time periods for responses are at
the council's discretion - given that staff have been redeployed with increased
workloads, we cannot guarantee a response within the usual 20 days. You should
note however that the Act defines a number of exemptions which may prevent us
complying with either of these duties. We will explain if this is the case and
if we apply the 'public interest test' to our decision.

If the information is readily available by other means, such as on our website,
we will point you in this direction and would not generally expect to reproduce
it specifically, and we will tell you this as soon as we can.

In some circumstances a fee may be payable and if that is the case, we will let
you know. A fee notice will be issued to you, and you will be required to pay
before we will proceed with your request.

The Authority is currently undertaking a procurement process for a
framework agreement to appoint the following professional services:
Architects; Quantity Surveyors; Structural Engineers; Mechanical and
Electrical Engineers and Property Management Consultants. The outcome of
the tender process is due to be presented for decision to Spelthorne
Cabinet Members on 3 December. Assuming this is approved, appointments for
these professional services to deliver on the Council’s development
programme may commence from mid-January 2021.

 

Other professional services are appointed on a project by project basis,
according to the requirement. Appointments are made either from a tender
list or by using a framework agreement.
