INFORMATION REQUEST ACKNOWLEDGEMENT
Thank you for your request for information received on 26th October 2020
Your request is being considered in accordance with the Freedom of
Information Act 2000 and, subject to the points made below, we will aim to
provide the information requested as promptly as possible within the
statutory timescale of 20 working days. Please note however that, at this
time, Portsmouth City Council is focusing resources on ensuring essential
services continue to run during the Coronavirus pandemic and there may
therefore be a delay.
If we need to obtain clarification from you to help us understand what
information you require, we will contact you as soon as possible. If this
is the case, the 20 working day time limit will not begin until the
necessary clarification has been received.
The Act defines a number of exemptions that may prevent release of certain
information. The Council will consider whether any of these exemptions
apply and, where required by the Act, will carry out a Public Interest
Test to decide whether information should be disclosed. If any information
is to be withheld, we will explain which exemption applies. If a Public
Interest Test is required, we will be entitled to extend the 20 working
day time limit by a further reasonable period (of not more than another 20
working days) and will inform you if this is the case.
The Council’s standard approach is to provide the information in the form
in which we hold it. If you require an alternative format, for example,
an audio file, large print or information in a different language, please
let us know and we will provide it if reasonably practicable to do so.
There may be a fee payable for providing the information, for example, if
the cost of complying exceeds the appropriate limit set out in Section 12
of the Act or for photocopying or postage. If a fee is to be charged, we
will send you a Fees Notice. Any fee must be paid before the information
will be provided. The time between the issue of the Fees Notice and
receipt of payment will be excluded from the calculation of the 20 working
day time limit.
Any personal information you provide us with will only be used to enable
us to comply with your request.

Portsmouth City Council does not hold financial information to the level
of detail requested, as such Portsmouth City Council does not hold the
requested information.
Has the authority planned any large construction-based projects over the
next two years?
Yes
If you have got construction projects planned, please could you provide
project details, budget and timeframes?
All construction projects planned by Portsmouth City Council's Housing
Neighbourhood and Building Services department are published in the public
domain as part of the Capital Programme approval. This is signed off by
full council every year in February and the Portfolio holder for Housing &
Preventing Homelessness in March.
Please see below details of projects planned by Portsmouth City Council's
Regeneration department.
* Arundel Street - procured and contracted via Ravelin, a private
company wholly owned by the Council but as a private company not
subject to public sector procurement regulations.
* Hambrook Street - not yet out procurement but intended to be procured
and contracted via Ravelin.
* Records Office - as per Hambrook Street above.
* Tipner Regeneration Programme - will not be procured via a single
procurement exercise, a number of procurement processes have been
undertaken for consultancy, marine GI, etc. via the Council's InTend
portal but also using public sector frameworks agreements which have
already been subject to advertised process. The packaging strategy for
the various works, services and supplies is currently being developed
and is likely to entail a mix of Council led advertised procurement,
use of exiting public sector contracts and establishment of and
contracting via wholly or partly owned private sector companies.
* City Centre Regeneration - will be procured via a Joint Venutre with a
private sector company which is not subject to procurement regulations
although the Council may procure some packages directly which may
entail an advertised procedure via InTend the Council's online portal.
* Cabbagefield Row - not yet out to procurement and not decided upon
whether to procure via Ravelin, via Council led advertised InTend
process or use existing previously advertised public sector
agreements.
* Strouden Court - as per Cabbagefield Row above
* Horatia & Leamington - as per Cabbagefield Row above
* Edinburgh House - procurement strategy under consideration, may be
procured via existing option included within a Council led InTend
advertised procurement process.
* Doyle Avenue - procured via previously advertised public sector
framework agreement established by Hyde Housing Association
* Dunsbury - procured via previously advertised public sector framework
agreement established by Procure Partnerships
What is the Councils current process to engage with professional service
providers? Please could you provide details of the process and name third
parties if they are being used.
