Dear FOI Office,
I do not have a cheque book, hence I cannot send you a personal cheque.
However, I have sought advice from the Information Commissioner about the compliance cost assessment. Unlike the University, the Commissioner has been most helpful and I will follow the Commissioner's advice.
There is no point in returning the postal order that I sent you. I cannot cash it, it is payable to the University of Glasgow.
Yours sincerely,
Louis Seaman

GU Eyes, I have enclosed the relevant parts of the Scottish Information Commissioner’s reply:
“If, however an authority receives separate requests for information or a number of questions relating to different information from the same person recorded in the same letter/email the authority should consider them individually in terms of the fees regulations. Likewise, where an authority receives a request (or a number of requests) for information that specifies different time periods, each question relating to each time period should be considered as a separate request. The Act allows this. The applicant could have sent separate letters/emails or even separate letters in the same envelope. The fact that they are recorded in the same letter/email should not change how the authority deals with them. In this instance, the authority will need to issue individual fees notices.
Looking at your request, in my opinion, it could be quite wide ranging and given the terms of your request the University would have been entitled to treat it as a single request in terms of the fee regulations. You may of course modify your request, perhaps by reducing the time period for which you seek information, which may reduce the cost or the need for a fee to be applied at all. "

Louis,
Can you please tell us a bit more about the Commissioner’s advice?
