With apologies for the time taken to respond, however your request was a significant one for a small organisation such as the Wallace which does not have a dedicated FOI officer, and has coincided with a particularly busy time of the year.
Responses below, but might I ask what your particular interest in the Wallace Collection's procurement procedures is? Have you requested similar information from other National Museums?
1. How you procure Construction Consultancy Services
Competitive tendering is our preferred course of action for selection and is generally utilised when the value of the services to be purchased exceeds £50,000. Multiple quotes will always be sought, even for much lower values.
2. How you procure Construction Contractors
For low value facilities and maintenance projects, a number of contractors are invited to quote for each individual project.
A framework agreement is used by the Wallace Collection for major capital projects. A formal tender is undertaken prior to the start of the framework agreement to select the contractor.
3. If by your own framework, please tell me:
a. The titles and content of the relevant frameworks
The title of the framework is The Capital Projects Framework Agreement.
The content of the framework includes:
The scope of the Partnering Arrangement extends to delivery of a programme of refurbishment projects at the Wallace Collection over an initial period of three years which was extended by one year in December 2009.
A target of 2.5% quantified year on year improvement in value will be sought in this Partnering Arrangement. All Partners will be responsible for identifying and quantifying continuous improvement and a log will be kept of all proposed and implemented improvements. The Partnering Team will regularly review specifications to ensure maximum effectiveness of items and services supplied.
Each project under this Partnering Agreement will be contracted under the JCT Intermediate Form of Contract (IC2005) and the conditions of an individual contract shall take precedence over any term in this Partnering Agreement.
b. Who is on the current frameworks?
Coniston Limited is our current main building contractor.
c. The start and end dates of the frameworks
April 2007 - April 2011
d. Any possible extension periods to the frameworks
There are no existing plans to extend the framework, without a full retendering, beyond the current end date above.
