Procurement and Installation of Traffic Lights

I would be grateful if you could provide me with the average cost to Kingston Council in the financial year 2008/2009 of procurement and installation of

a) a standard traffic light, including the traffic light post; b)
the device which pedestrians' press to indicate they wish to cross
the road at a pedestrian crossing; c) the cost of the short posts
to which the devices in b) are attached when two such devices are
provide at a traffic light (one attached to the traffic light post
and the second to a short post)

Could you confirm that no traffic light signals on any of the borough roads are the responsibility of Kingston Council and that no expenditure is made by the Council on any such signals. My understanding had been that the Council had responsibility on local roads.

Thank you for your further email dated the 28 July 2009 addressed to John
Newnham concerning the above matter. Your request for further information
has now been considered by Paul Drummond and the information we hold is as
set out below.

Traditional three aspect (red, amber, green) traffic signals in London are
the responsibility of Transport for London who own, operate and maintain
all such equipment in London. Every London borough pay a precept to TfL
for this service based on a variety of factors such as the population of
the borough and how many new signals have been installed in recent years.
In this coming year RBK will pay around **214,000 to TfL for this service.

In addition to these traditional signals, there are at 5 locations in
Kingston Town Centre with 2 aspect (red and green) signals at access
points to the pedestrianised streets which are controlled by rising
bollards. These are the property of Kingston Council who meet the full
cost of their operation.
