Private Provider Policies & ESRs

Bob made this Rhyddid Gwybodaeth request to South Central Ambulance Service NHS Foundation Trust

This request has been closed to new correspondence. Contact us if you think it should be reopened.

Roedd y cais yn llwyddiannus.

Dear South Central Ambulance Service NHS Foundation Trust,

Please can you provide me the following information and documents:

1) Policies directly targeting or including private providers.

2) Policies regarding the issuance of a SCAS or PP ESR number (or pin), for both your emergency and urgent care services, mental health services, and non-emergency patient transport services.

3) Numbers of ESR numbers currently issued to staff from SCAS, compared to private providers. Please break this down by county for trust ESRs (eg. Berks, Hants, Oxon etc). For PP ESR numbers, please state which provider this is with (eg. Jigsaw Medical, Enhanced Care Services, Polaris).

4) How many of these ESR numbers have been issued in the last 12 months. Do you have data on how many ESR numbers have been revoked (suspended by the trust/pp, surrendered by the staff member on resignation, timed out due to inactivity etc). If possible, please break this down as above.

5) I understand that ESR numbers issued to staff are prefixed dependent on region or provider. Can you provide a list of which prefix is which provider.

Yours faithfully,
Bob

Dear FOI,

Thank you for your e-mail.

1) You said: "We do not have any Policies directly targeting PPs. We do have Standard Operating Procedures in place for Meal Breaks, and End of Shift deployment, as well as the Issuing of PINs."

Please can you provide copies of these SOPs to me.

2) "We currently have a Standard Operating Procedure in place for the issuing of PINs."

As above.

3, 4, 5) "ESR numbers are not issued to PPs as they are not staff."

I appreciate the difference between ESR numbers and pins but feel you probably knew what I was getting at... Please can you provide the information requested in 3, 4,5 (a reminder below), but use PP Pins instead of PP ESRs.

Original Request:

5) I understand that ESR numbers issued to staff are prefixed dependent on region or provider. Can you provide a list of which prefix is which provider.

Yours sincerely,

Bob

Dear South Central Ambulance Service NHS Foundation Trust,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of South Central Ambulance Service NHS Foundation Trust's handling of my FOI request 'Private Provider Policies & ESRs'.

In my first contact, I appreciate that some of the terminology was incorrect and for that reason you couldn't provide me with the information I requested (although in honesty, I feel like the person handline knew exactly what I wanted, and considering PP pins are entered into the ESR box on CAS forms...).

I have since clarified my request, but have yet to year back from the team, which is dissapointing to say the least - not even an acknowledgement of my refined request.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/p...

Yours faithfully,

Bob

FOI, South Central Ambulance Service NHS Foundation Trust

Good morning

I write regarding your request and my undertaking of the 12th May 2021 to review your FOI request

Very shortly after providing my undertaking, I suffered a tragic and totally unexpected loss, resulting in a two week absence from work. I have now returned to work and will pick this up once again, but will not be able to achieve the deadline I quoted of 3rd June 2021

I anticipate that I will be able to provide my response to you on or before 15th June 2021

With best wishes

Hi Bob

I can report to you that I have now received some of the information in
response to the FOI request you submitted.  Sadly, not all of it yet

Would you like to receive the partial response straight away and the
remainder when it becomes available or would you prefer to wait for an
entire response?

Please let me know, I am happy to do whichever best suits you

With best wishes

Hi Bob

I do actually have a query regarding your FOI request:

When you mention “SCAS ESRs” are you referring to

o the entire SCAS workforce with an ESR or
o to SCAS Operational Staff with an ESR ?

Please clarify at your earliest convenience

Many thanks

Hi Barb,

Thanks for getting back to me - I appreciate you taking the time to clarify.
When I say SCAS ESRs, please consider that to mean "SCAS Operational Staff with an ESR".

Yours sincerely,

Bob

Barbara Sansom, South Central Ambulance Service NHS Foundation Trust

Hi Bob

Thanks for clarifying

So there wasn't additional delay with this, I already submitted that part of the request to the relevant people and asked them to isolate "operational" people from all the others they reported on

I am expecting to hear back from them this week

Thank you for your patience

With best wishes

Hi Bob

I believe I now have all the information that we hold that allows us to fulfil your FOI request

Please be aware that ESR numbers are nationally allocated to relevant NHS organisations and we do not prefix them - but we have grouped our information by area to address this

Attached:
* SCAS ESR - Current + New Hire + Leavers. The "new hire" and "leavers" relate to 01/06/2020 to 31/05/2021 and the "current" identifies groups of staff, including operational
* PP Pin Arrangements SOP 19.20
* Audit Report Private Providers May21
