Sean Campbell, Highland Council

Dear Mr Brown,

I refer you to your request for information under the Freedom of Information (Scotland) Act 2002.

The Landlord Registration system is provided by the Scottish Government and offers the following functions:
•The online application process used by landlords
•The public search facility used by tenants and neighbours
•The administrative portal used by local authority Landlord Registration teams

This online platform was wholly redeveloped and re-launched in February 2017. Information relating to applications under the legacy system is no longer available.

The number of applications received by 12/2/2020 on the new system since February 2017 to date is as follows:

1.Number of applications: New applications 2827; Renewal applications 6662; Update applications 3065
2.Applications rejected: 0
3.Registrations revoked: 0 (795 new and renewal applications are pending awaiting further information from the applicant/landlord)
4.Disclosure Scotland certificates: These are not requested from applicants/landlords but Police Scotland are consulted on new and renewal applications as and when it is necessary.

Under Section 20 of the Freedom of Information (Scotland) Act 2002 you have the right to request that the Highland Council reviews any aspect of how it has dealt with your request. This requirement for review should be put in writing to the Freedom of Information Officer, Chief Executive’s Office, Glenurquhart Road, Inverness IV3 5NX, within 40 working days of receipt of this letter. The request should include details of the information requested and the aspects of the Highland Council’s response which you are not satisfied with.

If you are subsequently dissatisfied with the outcome of the Council's review, you have the right to appeal to the Scottish Information Commissioner under Section 47 of the Act (Regulation 17 of the EIRS), within six months of receiving the Council's review response.

Kind Regards,

Sean Campbell
Assistant FOI Officer
