I can confirm that your request will be processed under the Freedom of Information (Scotland) Act 2002, Environmental Information Regulations (Scotland) 2004, or the INSPIRE (Scotland) Regulations 2009.

You will receive the information requested within 20 working days unless the Council does not hold the information, or there is a reason for it to be withheld. We will write to you in any event. This means we have until 06/03/2020 to respond to your request.

Subject: Private Landlord Registrations

Thank you for your request for information of 07/02/2020, which has been processed under the terms of the Freedom of Information (Scotland) Act 2002. Unfortunately, the Council is only able to meet part of your request; this information is released to you below.

Q1. Since January 2010 to December 2019 how many applications were made to register as a private landlord?

The Landlord Registration system is provided by the Scottish Government and offers the following functions:
• The online application process used by landlords
• The public search facility used by tenants and neighbours
• The administrative portal used by local authority Landlord Registration teams

This online platform was wholly redeveloped and re-launched in February 2017 and information relating to applications under the legacy system is no longer available. Please note that this is a formal notice under section 17 of the Act that information prior to February 2017 is not held.

The number of applications received by the City of Edinburgh Council on the new system since February 2017 to date is as follows:

• New applications: 13,122
• Renewal applications: 30,116
• Update applications: 20,771

Q4. What type of Disclosure Scotland certificate do you obtain if at all on the applicant?

We liaise with Police Scotland directly and do not currently require applicants to produce a Disclosure Scotland certificate.
