Request for information: Landlord Registration

I refer to your request for information which was dealt with in terms of
the Freedom of Information (Scotland) Act 2002 (FOISA).
Please see below information in fulfilment of your request.
The Landlord Registration system is provided by the Scottish Government
and offers the following functions:
• The online application process used by landlords
• The public search facility used by tenants, neighbours and
other interested members of the public
• The administrative portal used by local authority Landlord
This online platform was wholly redeveloped and re-launched in February
2017. Information relating to applications under the legacy system is no
longer available. Therefore your request for information prior to February
2017 is refused under Section 17 of FOISA.
The number of applications received by Argyll and Bute Council on the new
system since February 2017 to date is as follows:
• New applications: 1236
• Renewal applications: 2866
The number of revoked applications is 2
The number of refused applications is 0. We actively work with landlords
who may not initially meet any required standards in order to bring their
operations up to a standard that meets the requirement.
We do not routinely request a disclosure certificate from landlords, with
each case being dealt with on a case by case basis should we have reasons
to believe that information provided regarding criminal convictions
requires additional evidence. We have an information sharing protocol in
place with the Scottish Police Authority which forms the basis of any
initial enquires. This could be followed up with the request that a
landlord provide a criminal convictions certificate if we considered
