Further to your recent request for information, we note that you have
referred to the Student Finance England Assessing Eligibility Guidance
Chapter for full-time undergraduate courses, however the "within 6 years
of earliest release date" requirement applies to part-time funding and
Advanced Learner Loans as well (there are different requirements for
postgraduate funding).  We would be grateful if you could confirm that
Student Finance England data, covering full-time/part-time and Advanced
Learner Loans would suffice for your requirements?

I refer to your recent email dated 4^th August 2019 requesting the
following information under the Freedom of Information Act 2000 (“FOIA”):

The document you referred to is the Assessing Eligibility Guidance Chapter
for full-time courses.  Prisoners can eligible to receive part-time,
Advanced Learner Loan and postgraduate funding, with there being different
eligibility criteria depending on the student finance product.  

We emailed you on 19^th August 2019, to confirm that the reference to 6
years was applicable to undergraduate funding and Advanced Learner Loans,
with postgraduate funding having difference eligibility requirements
(outlined in the relevant policy Guidance Chapter available at
[1]https://www.practitioners.slc.co.uk/poli...), and asking if Student
Finance England data, covering full-time/part-time and Advanced Learner
Loans would suffice for your requirements.  No response has been received
to date, therefore we are proceeding on basis outlined in our email of
19^th August 2019.

Response

I can confirm that from academic year 2015/16 to academic year 2018/19
(which is the most recent complete year available), 89 part-time
applicants who applied as prisoners were ineligible for funding, 47 of
whom were ineligible for not being within 6 years of their earliest
release date.  In addition, 39 Advanced Learner Loan applicants who
applied as prisoners were ineligible for funding, 3 of whom were
ineligible for not being within 6 years of their earliest release date.
 There were no full-time applications.  

Internal review process

If you are dissatisfied with the handling of your request, you have the
