Dear Mr Steele,

 

Re: FOI 3317 - Printers, printing devices and associated contracts

 

I am writing regarding your recent request made under the Freedom of
Information Act 2000 (“the 2000 Act”), received on 31 October 2019.

 

When Parliament is dissolved there is no ‘House of Lords’ for the purposes
of Part 1 of Schedule 1 to the 2000 Act, and there is therefore no ‘public
authority’ to which the 20 working day deadline under section 10 of the
2000 Act is capable of applying. The time limits do not, therefore, apply
during the period of Dissolution. The effect of the 2000 Act, including
its time limits, resumes when the House of Lords first meets following a
General Election.

The statutory timeframe to respond within 20 working days from receipt of
the request will restart once the House of Lords resumes following the
election, and we aim to provide the response to your request as soon as
possible after the resumption of the House.

You may, if dissatisfied with the treatment of your request, ask the House
of Lords to conduct an internal review. This should be addressed to

of Lords, London SW1A 0PW and explain clearly the nature of your complaint
in terms of compliance with the Freedom of Information Act 2000.
Arrangements will be made for someone who has not been involved in dealing
with your request to conduct an internal review within 20 working days.

 

You should note that we will not normally accept an application for
internal review if it is received more than two months after the date our
response was sent. Any such request received after this time will only be
considered in exceptional circumstances.

 

If, following this review, you remain dissatisfied with the House’s
treatment of your request for information you may then take your complaint
to the Information Commissioner at Wycliffe House, Water Lane, Wilmslow,
Cheshire, SK9 5AF.
