Preventing NICS/NIO issues and problems from delaying Brexit Negotiations

Response to this request is long overdue. By law, under all circumstances, Department for Exiting the European Union should have responded by now (details). You can complain by requesting an internal review.

Dear Department for Exiting the European Union,

N Ireland has long been internationally infamous for the intractability, longevity, indeed interminability of the many well founded public concerns, problems, and issues there. NICS and NIO, through the seeming perversity of their decision making and and their longstanding refusal to either consider evidence or to accept the results of independent forensic testing have, sadly, long been largely responsible for keeping things that way.

There have long been, for instance, widespread and public concerns and issues regarding suspected official fraud, tampering, bias and hatecrime in the operation of the Annual Reporting and of the Appointment and Promotion Systems.

Despite endless requests for change or progress, advancement or resolution, nothing is ever done, nothing is ever proven either way. Evidence is never considered , and nothing is ever officially allowed to be forensically tested to establish the indisputable facts.
NICS and NIO are known to take great pains, through official measures like strictly enforced Communication Bans, Note and File Only Orders etc, to ensure that issues and concerns, however serious, however widespread and longstanding, are thus never allowed to escalate to the status of formal Dispute where normal, internationally recognised, Dispute Resolution Procedures can be applied.

Thus the most serious of issues can go unresolved literally for ever, half the workforce have already been psychiatrically diagnosed, with the other half probably borderline, and how either NICS or NIO will ever make a credible and meaningful contribution to complex Brexit negotiations nobody has any idea.

All in all, official NICS/NIO refusal to accept the results of the independent forensic testing that the EU Community are obviously going to insist on anyway, has a lot to answer for.

I write to enquire please if a date has yet been set for the introduction of forensic testing to NICS/NIO?

Voluntarily taking such a step really could make such a difference.

Refusal to accept forensic testing is, like refusal to make evidence based decisions, and like having the results of appeals available in advance, a management and ethical style not really acceptable to financial markets.
It has always been thus and hopefully always will be.

For instance, Brexit negotiators, like market analysts everywhere, will be only too aware that the shares of Capita (which has in recent years undertaken responsibility for the Recruitment and HR function in NICS ) have fallen by over 67 % in the last two years, over 42 % in the last six months alone.

Is DEXU aware of any evidence that the calamitous Capita share price drop is not related to the NICS connection?

Many, many thanks for getting back to me so quickly with your ruling on the invalidity of my subsidiary query.
The speed of reply is much appreciated, the way FOI is meant to work.

It really is not of course for me to argue with your expertise in these matters and though naturally interested in official DEXEU thinking on the reasons for the calamitous Capita price drop (off another 4.85% today alone) I am content to let the subsidiary query drop. I think everyone in business knows that acceptance of forensic testing is nowadays crucial to all Governments, all deals, all investments, all business and professional relationships and all negotiations.

My real interest is in establishing the date when the forensic testing, that will undoubtedly put a lot of things
(Capita share price, public trust levels and Brexit negotiations included ) back on track, is due to be introduced.If you could find out on my behalf, sharing what you know in this regard, that really would be greatly appreciated. Good Luck.

I would like to advise that I have recently been, from the highest of levels , officially advised (copy of formal advice available on request) that, presumably because of my humble longstanding status as an OOP with whom communication is not permitted, many civil servants feel harassed by my correspondence.

If you are affected by this issue and would like this FOI Query withdrawn, do please let me know. I will of course, as ever, be happy to comply immediately, no offence taken and no questions asked. Officially Ostracised People (OOPs), though long officially traduced without right of reply, are of course an honourable people.

We have our standards, our principles. We recognise, accept, and fulfil our Duty of Care to others, absolutely regardless of personal cost. Rather than harassing staff, we actually are officially accused of having benevolent tendencies towards staff, for which, records show, we are in fact sacked.

Hey, Brexit is only just over a couple of months away now, so I thought I would just respectfully ask for a quick update. I hope you don’t mind.

The thing is, we all know that N Ireland has long has its Community of OOPs – Officially Ostracised Persons, folks in perpetuity denied the protection of anti -fraud,, anti- hatecrime, anti- bullying , Human Rights, Equality, Child Protection Fair Employment and FOI Legislation . The right to a fair hearing as well. All is fully unanimously Approved at the highest of levels and equally fully Endorsed.

All attempts at communications that these good, harmless, inoffensive and targeted folk make is by Official Decree Noted and Filed Only. It's just the way the province has always been - still Inequality and bias everywhere, all covered up, Noted and Filed, no better than ever it was.

I wondered then as follow up FOI Query please if any work had yet been done, any papers prepared, any negotiations undertaken on how Brexit will affect these good people? Can I please have a copy of all the papers?

Is any provision being made for their special circumstances, and will such Rights as they have be in any way protected ? Perhaps you could please direct me to any relevant pages of the Exit Agreement,

The thing of course is that, in common with every other country in the world, we crucially need to refrain from describing FOI Queries as vexatious, but rather making answer in a timely manner and, in accordance with legal requirements, normal international business practice, keeping EU Brexit Negotiators, International Investors and their Ethics Committees , authorities in Washington too, happy, reassuring them that everything in the province is open, legal, safe, MacBride Compliant, above board, insurable, risk assessed, forensically demonstrable, independently veriable, honourable, workable and capable of logical explanation.
