Predictive models for children's social care

Please provide the following information about that tool:

(1) Is the tool currently used by Hammersmith and Fulham Borough Council?

(2) Has any data protection impact assessment or equality impact assessment been completed for the tool? If so, please provide those documents.

(3) How does the tool work? In particular: What data points does it use to risk score children? Were these data points identified through some machine learning or automated process and, if so, what training data was used in this process? What logic or weightings does the tool use? What kind of outputs does the tool generate (i.e. a numerical risk rating, a categorisation, etc.)? Were any propensity models, targets or distribution ratios developed in relation to the tool, giving an expectation of numbers per category?

(4) How do officials use the tool? In particular: Who uses the tool? What decisions are made using the tool's outputs? Are any statutory powers exercised using the tool's outputs?

(5) Have there been any assessments or evaluations of the tool, particularly in relation to accuracy and risks of bias or discrimination? If so, please provide those documents.

(6) Do you have any policy, guidance, or training documents regarding the tool or how officials are to use the tool? If so, please provide those documents.

(7) Which other local authorities are currently using the tool?

Dear Hammersmith and Fulham Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Hammersmith and Fulham Borough Council's handling of my FOI request 'Predictive models for children's social care'.

I requested copies of various documents regarding the Council's use of a predictive model that identifies children who are at risk of going into care. Your response simply stated that the model is no longer used by Council’s Children Social Care Team

This is not an adequate response to my request. Even if the Council is no longer using the model, it is presumably still in possession of some or all of the documents requested, based on the Council's previous use of the model and its decision to stop using it. Please disclose those documents as originally requested.

Further, my request asked which other local authorities are using the model, given that the Council's website indicates that it may have provided the model to other authorities. Please disclose this information as originally requested.

I refer to your response to my request for internal review above. Could you confirm the following:

(1) Why did you provide only a 'summary' of the data protection impact assessment for the predictive model developed as part of the On Track programme? My request asked for any assessment that had been completed, which would cover the full assessment.

(2) You did not provide any equality impact assessment for the predictive model. Do I understand correctly that no such assessment was ever completed?
