Predicted Income Following the Installation of Payment Meters at the 4 Wirral Country Park Car Parks

Dear Wirral Metropolitan Borough Council,

In the Council’s 2017/18 Budget Proposals Scrutiny Report of the Business Overview & Scrutiny Committee meeting in January 2017 under Point No.2, C, the following statement was made:

“Introducing Car Parking Charges in Country Parks - The proposal is to introduce parking charges consistent with those charged by other authorities for similar facilities, at the Parks and Countryside car parks at Arrowe Country Park, Eastham Country Park, Wirral Country Park, Royden Country Park with Birkenhead Park to be considered for implementation in April 2018. A flat rate tariff of £4.00 for an all-day ticket is suggested, with projected increased income of £400,000 (£200,000 in 2017/18 and a further £200,000 in 2018/19).”

In the Council’s Strong Leader Decision Report, Car Parking Charges Budget Savings Options dated 20 February 2017, the Council Leader decided to revise the tariffs suggested in the January 2017 meeting and instead set the car parking charges in the 4 country parks (there is not mention of Birkenhead Park) to 50p for 1 hour, £1 for 2 hours and £2 all day. It is reasonable to assume the projected income stated in the January meeting would be reduced in relation to the Council Leader’s revision.

In the Council’s Car Parking Charges Traffic Regulation Order – Consideration of Further Representations Cabinet meeting dated 19 June 2017, it is stated along with the decision to introduce car parking charges in the four country parks, an increase of 20p would also be introduced to all council operated car parks.

These combined measures were predicted to add an increase in Council income of £370,000 per annum.

We know there was an initial investment of £80,000 to implement the installation of pay & display hardware at the 4 country parks.

Therefore, I am requesting a statement of combined income from the 4 country park car parks at Eastham, Thurstaston, Arrowe Park and Royden Park for April 2018 to April 2019.
I am also requesting the combined expenditure figure on the same 4 car parks for the same period.

By simple arithmetic, it will then be possible for the electorate of Wirral to see if the Cabinet’s predictions of income were accurate during the first year of operating pay & display charges at the 4 country park sites. By providing this information, we (the public) can ascertain the success of the council’s implementation of the car parking charges with reference to the council’s £370,000 extra income prediction. This will also enable the electorate of Wirral to see what percentage of the predicted extra income the country parks contributed to the council’s target figure.

I am requesting a statement of combined income from the 4 country park car
parks at Eastham, Thurstaston, Arrowe Park and Royden Park for April 2018
to April 2019. – The combined car parking income from the 4 Country Parks
for the financial year 2018 /2019 is £169,714 Gross. Operational Running
Costs including administration, maintenance, cash collection,
tickets/servicing, enforcement are £20,000 per annum.

Just clarify, is the £20,000 figure for running costs an amount for all 4 country park car parks or is it £20,000 per car park? At this point, I am assuming the £20, 000 figure is a combined cost for all 4 car parks, but I just need to make sure.
