Pre- court action vulnerability checks

Roedd y cais yn llwyddiannus.

Dear Manchester City Council,

Please could you tell me what checks are/were (if changed recently) done to ensure the vulnerability status of those residents that were subjected to bankruptcy action, in particular those with council tax debts?

By this , I mean were checks done to ensure that the person was not or had not recently been suffering from mental illness, recent bereavement, were elderly, recent hospitalisation etc.,

If checks were done, please could you confirm the methods used to check the status of the person, for example, DSS records, doctors/hospital records, social workers record, etc., and if possible, provide a copy of the checklist/ consent form/guideline used to make the decision.

What time limits after the events would decide . eg. Persons who had suffered a beareavement within the last XX months/years, or had been suffering mental illness within XX months/years,been in hospital within the last XX months/years.

Please could you also give me a list of circumstances where you would not pursue bankruptcy proceedindgs against a debtor?

I would like the information to cover the last six years please.

Yours faithfully,

D.Gill

Dear Manchester City Council,

This request should have been answered by 18th Feb , so is now almost a week overdue.
You have not requested an extension to the timescale, as per your acknowledgement of 27th January, so I assume it is just that as usual, Manchester Council seem to think they are above the law.
Please respond to my request as per the LAW....
Yes... It does apply to you.

Many thanks,
Yours faithfully,

D.Gill

Dear Manchester City Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Manchester City Council's handling of my FOI request 'Pre- court action vulnerability checks'.

With the exception of an automated acknowledgement on 27th January 2010, a response to the the request has been completely ignored and is now approximately two weeks overdue.
There has been no explanation as to why the response has been delayed.

A full history of my FOI request and all correspondence is available on the Internet at this address:

Dear Mr Gill

Thanks you for your email dated 31st March 2010

The title in your email is "Pre- court action vulnerability checks" which
relates to one of a number of information requests you have made.

You state that none of the questions you have raised have been answered.

I do not share this view.

The questions in your email of 21st January 2010 about "Pre- court action
vulnerability checks" were answered in the response dated 12th March 2010
which also contained responses to your separate emails of 14th and 18th
January 2010. This response was sent to the following address:

“D.Gill”<[email address]>

I must advise that if you remain dissatisfied following the review which
has now been undertaken in respect of the Council's response dated 12th
March 2010 (dealing with two internal reviews requested by you), you are
entitled to complain to the Information Commissioner.

Dear Manchester City Council,

That would be appreciated. Thank You..

You will see that since the request was made on 21 Jan all I have received is a couple of automated acknowledgements.
The only reply I have received is the one on 30th March, which erroneously implies that I have already been given a proper response !!!

It is quite apparent that there is a lack of communication within your department, but with my previous experiences with Manchester Council, it does not surprise me in the least.
Your ineptness knows no bounds

Yours faithfully,

D.Gill

Dear Manchester City Council,

Your response to my request is now welloverdue.
Please could you investigate and reply as soon as possible.

Dear Manchester City Council,

I assume you are referring to the acknowledgement email you sent on 31st March?
If so, this was almost eight weeks ago with no contact from you since.

A progress update and maybe an apology for the delay would have been courteous.

Yours faithfully,

D.Gill

Dear Manchester City Council,
