Dear Mr Lewis,

Thank you for your request of 30 January 2020 in which you asked for
information about potholes, stats, procedures and compensation. Please
find our response to your questions below in bold:

 1. How many claims did the council receive for compensation for pothole
damage in the last three years that figures are available?
 2. How many of these claims did you pay?
 3. What was the cost to you for claims in the last three years that
figures are available?
 4. What is the average pay out for a claim?

Response to questions 1-4:

[1]cid:image001.png@01D5DCFC.C3C53BD0

The figures are based on pothole only claims, based on the year the claim
was received (but the incident itself may have been in a different one)

 5. What was the cost to the council administratively for managing these
claims in the last three years that figures are available? Oxfordshire
County Council (OCC) does not hold these figures.  These are not
figures that the Council collects.

 6. What was the budget for fixing potholes in the last three years that
figures are available?
 7. What is the budget for fixing potholes this current year?
 8. How much did you spend on fixing potholes in the last three years that
figures are available?

Response to questions 6-8:

[2]cid:image001.png@01D5E592.A2D82D80

Please note that the budget and spend in the table above relates to all
Cat 1 and Cat 2 safety defects and not just potholes.  Examples of Defects
and Categorisation can be found from page 19 onwards of the attached
‘Highway Inspections Guidance Manual.pdf’.

 9. How many potholes were fixed in the last three years that figures are
available?

YEAR Safety Defects Potholes Completed
2017 23486
2018 34159
2019 26679

10. How many repairs were prompted by complaints?

In late 2018 OCC changed its Highway Maintenance Database. Before this we
did not hold sufficient data to answer this question, therefore we only
have data for 2019.

In the year 2019 2759 Safety Defects Potholes were completed following
Enquiries

11. How many repairs were because of the council's own survey work?

In late 2018 OCC changed its Highway Maintenance Database. Before this we
did not hold sufficient data to answer this question, therefore we only
have data for 2019.

In 2019 23920 Safety Defects Potholes were completed which are NOT shown
as following Enquiries.

12. Did the council develop its own process for managing pothole claims,
e.g. the development of a form to report claims, standards in terms of
timely responses etc.

OCC uses a bespoke claim form (based on national guidance) which
individuals use to report claims, with the process for managing the claim,
and standards in terms of response times etc. also based on national
guidance.
