Possible Problems with the Outsourcing of the Recruitment and HR function in NICS

Dear Executive Office (Northern Ireland),

The Reputation and Effectiveness of the Recruitment and HR function in NICS has long been plagued by strictly enforced Communication Bans and associated Note and File Only Orders affecting targeted individuals, and with sadly predictable results.

Is there any record of Outsourcing Companies bidding for the NICS HR contract raising quibbles about this, refusing on ethical grounds to tender, raising prices, or requiring Letters of Comfort in the event of formal Challenge?

Hi , we're a little late.

The thing is that, for literally as long as anyone can remember, the HR, recruitment, and promotion functions in NICS have been widely distrusted, beset by rumours of fraud and misrepresentation, hate crime and bias. I am personally unaware however of any cases ever being proven. Note and File Only requirements have seen to that. Do please correct me if I am wrong.

I write to ask please regarding details of how many cases are still pending, still backlogged in the system, and of historical conviction success rates? That would put everyone’s mind at rest.

How many cases for instance take more than twenty five years to process and is there any evidence of the outsourcing of the HR function to Capita proving measurably effective at shortening backlogs or improving staff, public or investor confidence in the integrity of the systems and processes involved?

Hey, Capita shares are having another appalling day, off 55% in a month now. If nothing is done by HMG, soon the short sellers might be in and we'll have another Carillion on our hands.

Markets like forensic openness. Association with Noting and Filing is bad news, nobody know what might be getting covered up.

As follow up FOI Request, are any plans for a reassuring Government statement or letter of comfort that might stabilise things?

Hi, as follow up, there seems to be a very real, and growing, possibility of Note and File Only Orders being found ultra vires.
We’ll have to see what the Scottish Government think.
Please advise, as FOI follow up, if there is any record of TEO having prepared for this eventuality? Can we please have a copy? Would, for instance Capita be indemnified? Do please let us know.
