How much money your local authority has raised from Public Realm Improvement contributions in each of the last three years?
How is the money raised through Public Realm Improvement contributions spent? Is it spent locally in the areas in which the development is proposed, is it spent on public realm improvement projects on other areas within the local authority, or does it go into the general Council pot?
Are community groups like community councils for example consulted about how funds raised from public realm improvement contributions is spent?
What is the mechanism the local authority uses to gain Public Realm Improvement contributions from developers?
At what stage in the planning process is the level of Public Realm Improvement contribution agreed?

Dear Mr McEvoy

I refer to your enquiry below. The Council is treating your request under the under the Freedom of Information (Scotland) Act 2002 and can respond as follows:

East Ayrshire Council do not have a Public Realm Contribution policy but do operate a Developer Contributions Policy. The income for the last 3 years is shown as undernoted.

• 15-16 £23,060.26 (includes interest)
• 16-17 £333,611.32 (includes interest)
• 17-18 £140,560.10 (includes interest)

I have also attached for information copies of the Supplementary Planning Guidance for both the 2010 Local Plan (RES 29) and the 2017 Local Plan (INF5) under which these payments were made. This guidance will answer the questions which you have raised. In respect of your query about community consultation, public consultation is undertaken prior to the implementation of every Local Plan.
