Policies/guidance on the use of instant messaging by public officials

I am researching government policy on the use of instant messaging by public officials. Please can you provide answers to as many as the following four questions as possible:

(1) Does the Department hold any policy/guidance on record retention by public officials?

(2) Does any policy/guidance provide advice for public officials on the use of instant messaging systems?

(3) If any policy/guidance provides advice on the use of instant messaging systems, does it provide any advice on the use of automatically self-deleting messaging functions?

(4) Where possible, please can you provide a full copy of any policies/guidance that you have referred to in your answers to the above questions?
