Policies on the use of temporary accommodation
Dear Kingston upon Thames Borough Council,
I wish to make a request under the Freedom of Information Act 2000.
The Supreme Court judgement on Nzolameso v City of Westminster (2nd
April 2015) recommended that local authorities produce and publish
two policies on temporary accommodation. One on allocating
temporary accommodation and one on procuring temporary
accommodation.
1. Please can you send us your local authority’s most up to date
version of the following policies?:
your policy for allocating temporary accommodation units,
including any details on the individual factors that are taken into
account when offering temporary accommodation to households and
including any policies or guidance on allocating temporary
accommodation that is outside of your local authority boundaries.
your policy for procuring units of temporary accommodation to
meet anticipated demand during the coming 12 months.
2. Please can you confirm when these policies were last updated?
3. Please can you confirm if there are plans to update either or
both in the next twelve months, and, if so, when this will be?

our work to assist local authorities to respond to the current
guidance on the use of temporary accommodation.

Dear Mr Garvey,
Your request for information under the Freedom of Information Act 2000 has
now been considered and the information requested enclosed.
The attached annexe document confirming details for allocating temporary
accommodation was agreed at Place and Sustainability Committee on 1 March
2013. In addition I enclose our Procurement Strategy document that
references the enclosed Policy annexe that was agreed on 6 December 2015.
There are no current plans for updating this Policy.
