This is a request under the Freedom of Information Act 2000 (FOIA). Please provide any information you hold which fits the following descriptions:

1. A copy of any Trans Inclusion Toolkit(s) and/or Transgender Learners Policy approved, used or distributed by your LEA.

2. A copy of the full Equality Impact Assessment undertaken before adopting, using or distributing the above.

3. If no documentation is held in relation to Q2 above, please indicate whether or not an Equality Impact Assessment was undertaken.

4. A copy of any information you hold regarding the process followed to check that the above policies and/or toolkit(s) are compliant with (and do not misrepresent) the Equality Act 2010, the Human Rights Act 1998, safeguarding legislation/Working Together, the Education Act 1996, the Education (School Premises) Regulations 1999 (regarding single-sex toilet provision) and other relevant legislation, including the outcome of such checks.

5. If no information is held in relation to Q4 above, please indicate whether or not such legal checks took place.

6. A copy of any information you hold regarding checks made to ensure that the content of the documents referred to in Q1 above reflected clinical best practice and current healthcare guidelines.

The Council's response is set out below:

No Equality Impact Assessment was undertaken.

3. If no documentation is held in relation to Q2 above, please indicate
whether or not an Equality Impact Assessment was undertaken.

No EIA was complete as it is guidance and not a policy. It was guidance
created in response to Head Teachers asking for guidance to help their
staff support trans (including non-binary and gender questioning) pupils.
The ethos of toolkit promotes inclusivity.

4. A copy of any information you hold regarding the process followed to
check that the above policies and/or toolkit(s) are compliant with (and do
not misrepresent) the Equality Act 2010, the Human Rights Act 1998,
safeguarding legislation/Working Together, the Education Act 1996, the

The toolkit was developed in line with best practice.

- Youth Cymru (Trans*form youth group)

During the process of writing the Trans Toolkit we consulted with young
people in youth clubs in the Borough and a Trans Youth Group. This was to
ensure that young people were able to have a voice and to contribute to
the making of the Trans Toolkit for Secondary Schools.

A member of the steering group, who is a youth engagement officer in RCT,
ran workshops on sexuality, gender identity and gender stereotypes. The
young people were able share their views and opinions openly with the
youth workers and a discussion held about the toolkit.

They discussed how it could support young people who are trans at School,
how Teachers could be more supportive and what changes Schools could make
to ensure young trans people are treated with dignity and respect and
fairly.

The Trans Youth Group called ‘Trans*Form’ mentioned above, is a group
organised by Youth Cymru, they gave their advice on how to be a good trans
ally. This information was used within the toolkit as a useful resource
and the groups were both referenced.
