Dear Ms Leahy,
Thank you for your Freedom of Information request dated 09 November 2021,
which has been handled under the Freedom of Information Act 2000 (FOIA).

Firstly, may I apologise on behalf of the trust for the delay in providing
your response, which was primarily due to the demands upon all areas of
the trust during the pandemic.

Your request and our responses are as follows:

Your request:

1.Please provide a copy of trust policies on physical restraint
3. Please provide a copy of trust policy with regards patient monitoring
by staff during /after restraint.
4. Please provide a copy of trust policies on chemical restraint of
elderly patient.

Our response:

Please see the attached pdf files

CM94 The Management of Challenging Behaviour and the use of Therapeutic
Restraining Measures Policies
COPO00131 Use of Restraint when working with Patients Policies
COPO00152 Policies for Managing medically challenging behaviours in
acutely ill patients and using restrictive practices
15005 Restrictive Interventions
15008 Restrictive Mittens
Your request:

2. Your trust regularly uses security staff from a private company to
physically restrain patients, please provide evidence of any extra
training the trust sees these security staff take to ensure patient safety
and full filing the role in a hospital setting.

Our response:

This trust does not regularly employ security staff from a private company
to physically restrain our patients.  Where there is a need to utilise
third party staff to supplement the Trust's own security team, we ensure
that we only employ agency staff that hold an SIA license. This license
ensures these staff hold the required physical intervention skills.

On the 1 April 2020 the three Trusts Mid Essex Hospital Services NHS
Trust, Basildon and Thurrock University Hospitals NHS Foundation Trust and
Southend University Hospital NHS Foundation Trust officially merged to
become Mid and South Essex NHS Foundation Trust (MSEFT).

I hope that the response that the Trust has provided is satisfactory.
However, if you are dissatisfied with the way in which your Freedom of
Information request has been dealt with you can request an internal
review. Please email [1][MSEFT request email] within 40 working days with
clarification of what you would like to be reviewed. We will aim to
provide a review response within 20 working days.

If you remain dissatisfied, you have the right under section 50 of the Act
to apply to the Information Commissioner to seek resolution to the matter.
